The Naval Air Systems Command (NAVAIR) Patuxent River, MD intends to issue a fixed-price type delivery order under a Basic Ordering Agreement (BOA) # N00019-16-G-0012 with Bell Textron Inc. The order will procure Kingdom of Bahrain AH-1Z aircraft, AH-1Z Flight Training Device (FTD) and electronic classroom Contractor Engineering Technical Services (CETS) and Contractor Field Services (CFS). Specifically, the proposed contract action will provide instruction and training for AH-1Z aircraft, AH-1Z FTD, and electronic classroom installation, operation and maintenance to Bahrain Defense Force (BDF) personnel. This contract action will be negotiated and awarded on a sole source basis with Bell Textron Inc. Fort Worth, Texas, in accordance with FAR 6.302-4 International Agreement .

Award Synopsis

The Naval Air Systems Command (NAVAIRSYSCOM) awarded a Firm-Fixed Price (FFP) delivery order N00019-22-F-0023 under Basic Ordering Agreement (BOA) N00019-21-G-0012 to Bell Textron, Inc. for the procurement of Contractor Engineering Technical Services (CETS) for the Kingdom of Bahrain in support of the AH-1Z aircraft and AH-1Z Flight Training Device (FTD). Funds in the amount of $1,718,679.26 were obligated at the time of award. This effort was synopsized on 23 October 2020 under notice number N00019-20-RFPREQ-PMA-276-0171(Bahrain CETS). This procurement was awarded in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(4), as implemented by the Federal Acquisition Regulation (FAR) 6.302-4 International Agreement. This effort was fully funded by the Foreign Military Sale (FMS) case.

FAR 6.302-4(a)(2) dictates that Full and open competition need not be provided for when precluded by the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the acquisition of the supplies or services for such government. As such, this procurement is not intended for full and open competition.
