DESCRIPTION OF WORK: This requirement is for the procurement of a firm-fixed price (FFP), unrestricted, competitive, full and open, single-phase design-bid-build (DBB), Civil Works (CW), and discrete construction project for the Comprehensive Everglades Restoration Plan, Indian River Lagoon South, C-23/C-24 North Reservoir, S-426, Contract 4A Project, St. Lucie County, Florida.SAJ is procuring construction services for IRL-S C-23/C-24 North Reservoir Contract 4A Project, St. Lucie County, FL. Work includes constructing a portion of the North Reservoir. Work includes constructing a 650-cfs pump station and adjacent site work including a blanket drain. The work includes constructing the PC-37 Canal along the southern property line. The project access road from SR-70 to the pump station is also included. Work includes the installation and removal of a surcharge berm. No additional construction is permitted in the area of the surcharge until the required settlement is achieved. The PC-37 structure includes one 6-foot diameter culvert for drainage to the C-24 Canal, and several culverts for draining property south of the PC-37 Canal labeled PC-37-1, PC-37-2, PC-37-3, PC-37-4, and PC-37-5; structure S-426 includes one 650-cfs pump station to provide inflow from the C-24 Canal. In addition, the project includes G-791 Structure, which allows the passage of stormwater across the south access road. Work includes constructing the project access from SR-70 to S-426. The project access includes, but is not limited to, a limerock access road and roadside swale(s). Although not specifically noted, construction staging can be anywhere within the limits of construction. It is the intent of the Government to issue a solicitation and subsequently award a Contract through the utilization of a Full and Open procurement method. This contract will have a period of performance of 1,275 calendar days from issuance of the Notice to Proceed (NTP). In accordance with DFARS 236.204 -- Disclosure of the Magnitude of Construction Projects, the magnitude associate with this requirement is between $100,000,000.00 and $250,000,000.00. NAICS Code 237990, size standard $45 million.Notes: It is the intent of the Government to issue a solicitation and subsequently award a Contract through the utilization of a Full and Open procurement method.This Project does not contain options.Place of Performance is located in St Lucie County, FloridaTHIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE CONTRACTORS ARE ENCOURAGED TO PARTICIPATE.Award will be made to the offeror whose proposal represents the best value to the government, taking into consideration both non-price factors and price. Proposals will be evaluated in the areas of Technical Merit, Past Performance, Small Business Participation, Project Labor Agreement (PLA), and Price. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, Source Selection Procedures. A pre-proposal conference will take place and the date will be 29 May 2024 at 10:00 AM. A site visit will be held on 28 May 2024. Interested contractors are highly encouraged to attend and shall follow registration and access requirements shown in the solicitation. Background
This requirement is for the procurement of a firm-fixed price (FFP), unrestricted, competitive, full and open, single-phase design-bid-build (DBB), Civil Works (CW), and discrete construction project for the Comprehensive Everglades Restoration Plan, Indian River Lagoon South, C-23/C-24 North Reservoir, S-426, Contract 4A Project in St. Lucie County, Florida. The U.S. Army Corps of Engineers (USACE) is procuring construction services for the IRL-S C-23/C-24 North Reservoir Contract 4A Project. The contract will have a period of performance of 1,275 calendar days from issuance of the Notice to Proceed (NTP). The magnitude associated with this requirement is between $100,000,000.00 and $250,000,000.00.

Work Details
The work includes constructing a portion of the North Reservoir, a 650-cfs pump station and adjacent site work including a blanket drain.
