  1. GENERAL INFORMATION

The 772 Enterprise Sourcing Squadron (ESS) in conjunction with the Air Force Civil Engineer Center (AFCEC), Joint Base San Antonio - Lackland Air Force Base, TX, desires to award a Cost-Plus-Fixed-Fee (CPFF) contract with a Small Business 8(a) Architect-Engineer (A-E) firm to complete Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Perfluorinated compounds (PFC) or Per-and polyfluoroalkyl substances (PFAS) Remedial Investigations (RI) and Response Actions. The place of performance shall be at a Base Realignment and Closure (BRAC) Air Force Base (AFB): Former Eaker AFB in Blytheville, Arkansas (AR).

The 772 ESS anticipates making an award to a Small Business 8(a) A-E firm.

For purposes of this Synopsis, the term Offeror refers to the firm or Joint-Venture (JV) firm(s) that submit a Standard Form (SF) 330 as a result of this Synopsis.

USE OF TEAMING PARTNERS: Offerors are advised the Government intends to award directly to firms that perform services in-house (organically) without extensive use of teaming partners. Firms submitting SF 330s which demonstrate project management, oversight, quality control, or other support tasks performed in-house (organically, rather than with or by a teaming partner/sub-consultant), will be evaluated more favorably. The Government intends to award directly to those firms that perform services with their own personnel. To emphasize this point, the firm selected as the most highly qualified for this contract and issued a Request for Proposal (RFP) will be required to submit and negotiate a detailed cost proposal which includes all cost elements by phase and by project within each phase. Additionally, cost breakout must be by year.

AWARD PROCEDURES: The contract will be procured in accordance with the Selection of Architects and Engineers Act (40 U.S.C Sections 1101-1104, previously known as the Brooks Act'), as implemented by Federal Acquisition Regulation (FAR) 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work, in accordance with the selection criteria identified below. The North American Industrial Classification System (NAICS) code is 562910 Remediation Services. To receive award, contractors must be registered in the System for Award Management (SAM). Register via the SAM website at http://www.sam.gov. The firm selected as the most highly qualified will be issued an individual RFP to negotiate labor rates.

EVALUATION PROCEDURES: Selection of the most highly qualified firms will be consistent with the procedures in FAR 36.6 and Defense Federal Acquisition Regulation Supplement (DFARS) 236.6. Experience and qualifications information from firms shall be gathered through the SF 330 submitted in response to this Synopsis.

The Government will issue an RFP to the most highly qualified firm to perform the required services. The RFP shall specify terms and conditions for the contract to include proposal preparation instructions and proposal due date. Contracts that exceed the FAR 15.403-4 threshold are subject to Certified Cost or Pricing Data requirements. The Government will evaluate the proposal and set up negotiations, as necessary, to arrive at a fair and reasonable price. An award shall be made upon receipt of certified funds.

If a fair and reasonable price cannot be reached with the most highly qualified firm, the Government may issue an RFP to the next most highly qualified firm and conduct negotiations to establish a fair and reasonable price.

INTERVIEWS: In making the most highly qualified selection, the evaluation board may conduct interviews with highly qualified firms (by phone, in person, or in writing) during the final selection process.

SUBCONTRACTING PLANS (LB only): Not applicable to Small Business 8(a) A-E firms. Will be required for Large businesses.

RFP: The firm determined to be the most highly qualified will be issued an RFP to submit a proposal for the Statement of Work (SOW) including composite labor rates covering a variety of engineering and engineering support labor categories. Only one rate per labor category will be negotiated.

  1. DESCRIPTION OF WORK

This contract will support the award of A-E services specifically to complete CERCLA RIs and Response Actions. The place of performance shall be at the former Eaker AFB, AR.

    1. General Scope: The goals of this contract are to accomplish a CERCLA RI and Response Actions that characterize environmental conditions, define the nature of PFC/PFAS contamination and completely delineate the extent of PFOS, PFOA, and PFBS contaminants, assesses risk to human health and the environment, identify preliminary remedial alternatives, and identify and implement response actions (i.e., removal or interim remedial actions), as needed. The Contractor shall perform appropriate field work and produce all necessary documents to meet the goals of the contract.
    1. Definitions: The following definitions are provided to aid in the preparation of your SF 330:

Completed projects are defined as those in which the firm's performance of the task for which it was hired (i.e., environmental investigation support services) were completed within the past five (5) years from the date this Synopsis was posted. A completed project means over 50% of the project total has been billed.

DoD facilities includes facilities that are located on a United States Department of Defense installation (active or BRAC) (e.g., Army, Navy, Marine Corps, Air Force bases). It does not include facilities on a Coast Guard base, NASA location, or any other federal, commercial, or private facility.

Interim Remedial Actions are defined as:

  • Short-term actions to address any immediate threats to human health or the environment or to prevent further contaminant migration
  • Remedial actions taken during the RI or FS process that are not the complete or final remedial action
  • Actions documented in an action memorandum or interim ROD under CERCLA
  • Actions conducted at any point in the CERCLA process to mitigate imminent risk, stabilize the site, reduce or eliminate human exposure, or contain contamination from further migration.

Project for Specialized Experience is defined as work performed pursuant to ONE SPECIFIC TASK ORDER of an indefinite delivery/indefinite quantity (IDIQ) type contract. An IDIQ type contract, in and of itself, is NOT considered a project. Project is also defined as a single, stand alone, site-specific contract. For the purposes of this evaluation a project is a DoD environmental A-E project (not construction).

Recent Project is defined as relevant A-E services above completed within the last five (5) years as of the date of this Synopsis.

Relevant Project includes CERCLA activities on DoD facilities (see definition) for RI and response actions that characterize environmental conditions, define the nature and extent of PFC/PFAS contaminants, assess risk to human health and the environment, identify feasible remedial alternatives, design and implement IRAs (see definition).

United States is defined as all 50 United States and its Territories.

  1. SELECTION CRITERIA:

SELECTION CRITERIA ARE LISTED IN DESCENDING ORDER OF IMPORTANCE:

All SF 330s will be evaluated to determine the most highly qualified firm. Evaluating Past Performance may include information provided by the firm, customer inquiries, Government databases, and/or publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers may result in a firm being considered less qualified. All projects provided in the SF 330 must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration.

SF 330, PART 1, SECTION F, CRITERION (1) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE

SUBMISSION REQUIREMENTS: Offerors shall submit one (1) to three (3) descriptions of recent, relevant and completed projects (see definitions above). If more than three projects are submitted, only three will be evaluated, starting with the most recently completed and working backwards in time.

For each project, Offerors must identify the workload distribution (disciplines and percent of work performed in-house (organically) versus those completed by a teaming partner/sub- consultant). JV Offerors are considered a single entity and thus projects submitted that were performed in-house by either firm, or in-house by the JV entity, are considered to be performed in-house.

Offerors are encouraged to review the evaluation method below to ensure submitted project descriptions provide enough information for the Government to determine the extent of the Offeror's experience and use of in-house (organic) resources for technical engineering services (not project management/oversight/quality control).

Identify the key personnel in SF 330, Part I, Section G, that worked on the example projects and their role. Specialized experience and technical competency will be evaluated for the ability to support the Functional Areas of work required for this contract as demonstrated by Offeror's example project.

Offerors that can demonstrate more relevant and complete projects as listed in the Synopsis will have a higher likelihood of being determined most highly qualified than those Offerors that do not. (See Evaluation Method sections for each criterion)

EVALUATION METHOD: More favorable consideration may be given to Offerors that provide the following:

  1. demonstrate experience with investigation of several environmental media (soil, groundwater, surface water, fish tissue, sediment, and soil vapor);
  2. where the contract value exceeds $2,000,000;
  3. demonstrate in-house (organically, rather than with or by a teaming partner/sub-consultant) will be evaluated more favorably. JV Offerors are considered a single entity and thus projects submitted that were performed in-house by either firm, or in-house by the JV entity, will be evaluated more favorably than those performed by a teaming partner/sub-consultant. While self- performance is most favorable, the evaluation will also consider current and former relationships between the Offeror and its proposed teaming partners/sub-consultants, with more consideration given to longer/stronger relationships.
  4. demonstrate relevant experience with BRAC installations.

SF 330, PART 1, SECTIONS D & E, CRITERION (2) PROFESSIONAL QUALIFICATIONS

SUBMISSION REQUIREMENTS: Provide the data for Section E of each proposed key person. Each resume shall include a maximum of five (5) specific, relevant and completed projects (see definitions above) that best illustrate the individual member's qualifications for the position for which the key member is being proposed. Section E for each key person shall include all elements (the individual's employer(s), role proposed, the highest level of education achieved, the number of years engaged in the discipline, and any licenses and certifications held). Any elements of Section E that are blank will be interpreted as the key person not having that component.

In the SF 330, Part 1, Section D, provide an organizational chart identifying members of the program team, to include the key personnel. Indicate the branch office location of each team member.

The individuals filling the role of each of the following primary disciplines are key personnel:

  1. Lead Project Manager
  2. Lead Engineer
  3. Lead Chemist
  4. Lead Toxicologist/Risk Assessor
  5. Lead Scheduler
  6. Lead Hydrogeologist
  7. Lead Investigation Derived Waste Specialist
  8. Lead Geologist

It is expected that these individuals filling key personnel roles will provide program level quality control and oversight of the contract. Any changes to the proposed key personnel after submission of qualifications MUST be approved by the Corporate Contracting Officer.

The project manager shall have, as a minimum, the following qualifications:

a. A bachelor's degree from an accredited school in an engineering related technical field.*

b. Professional Engineering (PE) or Professional Geologist (PG) registration or Registered Architect (RA) license

c. A minimum of 8 years project management experience, with a minimum of 5 years of

experience managing DoD environmental projects.

*Engineering related technical field such as: architect and engineer (civil, environmental, structural, electrical, or mechanical).

** There are no minimum qualifications for the other key personnel.

EVALUATION METHOD: The evaluation will consider the extent and breadth of relevant experience, and relevant professional licenses/certifications, education/training, and longevity with their firm, for each key person, with more consideration given to key personnel employed by the Offeror. For teaming partner/sub-consultant key personnel, the evaluation will consider current and former relationships with the Offeror, with more consideration given to working projects relevant to this solicitation and longer/stronger relationships. Resumes that include relevant projects submitted in Criterion (1) may be evaluated more favorably. Resumes submitted where the key member has performed in the role proposed for this contract may also be evaluated more favorably.

SF 330, SECTION H, CRITERION (3) PAST PERFORMANCE

SUBMISSION REQUIREMENTS: Offerors shall provide current and valid customer points of contact (name, position/role, email, and phone numbers) for each project submitted in Criterion (1). Offerors shall submit ACASS/CPARS evaluations for each project submitted in Criterion (1). Firms are encouraged to contact the appropriate government Project Managers, Contracting Officers, or Contracting Officer's Representatives to ensure ACASS/CPARS evaluations have been submitted on completed government projects, particularly for those projects submitted under Criterion (1). If an ACASS/CPARS evaluation has not yet been finalized, Offerors may submit a Past Performance Questionnaire (PPQ). The PPQ is included as Attachment 1 to this Synopsis. If the client requests, PPQs may be submitted directly to the Contracting Officer, Mr. Austin Peoples at austin.peoples.1@us.af.mil and the Contract Specialist, Ms. Krystle Zapata at krystle.zapata.1@us.af.mil prior to the SF 330 due date.

In addition to information submitted by the Offeror, the Government may consider information obtained from the Past Performance Information Retrieval System (PPIRS) and any other sources deemed necessary by the Government, for any relevant project (as defined above) completed by the Offeror, within the past five (5) years from the date this Synopsis was issued. This may include contacting the customers submitted with this Criterion.

EVALUATION METHOD: The Government may evaluate all available past performance information for projects deemed relevant (and completed within the past five (5) years from the date this Synopsis was issued) to assess performance, with more consideration given to past performance of projects submitted in Criterion (1).

SF 330, SECTION H, CRITERION (4) CAPACITY TO ACCOMPLISH THE WORK

SUBMISSION REQUIREMENTS: The Offeror shall demonstrate capacity by providing the following:

The number of simultaneous DoD remedial investigation projects with an engineering services value of at least $2,000,000, the Offeror can perform in a given 12-month period.

EVALUATION METHOD: The evaluation will occur as follows:

Offerors that demonstrate capacity for higher value Other A-E Services projects that can be performed in a 12-month period, will be evaluated more favorably. Title I design services shall consist of architectural and engineering service for project design including site investigations, studies, plans, specifications, and technical calculations. Other A-E Services projects include planning, scoping, studies, risk assessments, investigations, evaluations, consultations, conceptual design, and optimization of environmental treatment or control systems.

SF 330, SECTION H, CRITERION (5) KNOWLEDGE OF THE LOCALITY

SUBMISSION REQUIREMENTS: Provide a narrative that describes the Offeror's knowledge of DoD projects within the United States. The narrative shall identify the number of states which the Offeror has performed DoD CERCLA environmental investigation A-E projects. The Government will consider any information that may be pertinent to this criterion. Project descriptions should include the following information, where applicable: coordinating with local regulatory agencies, geological features, logistics, climatic conditions, and local environmental requirements in each region.

EVALUATION METHOD: Offerors will be evaluated on the extent to which they demonstrate recent and relevant project experience working CERCLA environmental investigation A-E projects on DoD facilities. Offerors are not required to have worked in multiple regions; however, demonstrated experience working CERCLA PFC/PFAS in US EPA Region 6 or states wherein these two bases reside may be evaluated more favorably under this criterion.

SMALL BUSINESS SUBMISSION REQUIREMENTS: Offerors must certify as Large or Small Business in accordance with the NAICS Code 562910, Environmental Remediation Services, and the Small Business Size Standard of 750 employees.

Ombudsman: An Ombudsman has been appointed to hear concerns from potential firms during the submittal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the Program Director or Contracting Officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. General Submission Requirements:

Cover Letter: A Cover letter must be submitted to accompany the SF 330 that clearly identifies the submitting firms' size status. The prime firm shall provide a statement in the cover letter confirming executed teaming agreements are in place for all team members as part of the SF 330 submittal. The statement shall also list all team members. Contractor teaming arrangements are defined as (1) a partnership or joint-venture between two or more companies or (2) an agreement for a specific Government opportunity between a potential prime contractor and one or more companies that are potential subcontractors.

The SF 330 Part I is limited to a maximum of 52 pages with the number of 8.5" x 11" pages shown in Table 1 unless otherwise dictated. Past Performance Questionnaires (PPQs)/CPARS reports, acronym list, cover letter, tabs/page dividers, teaming agreements or table of contents do not count towards the page limitation.

Work Details
The Contractor shall perform tasks including project activities, development of project schedules, events, status of resources, report(s) on the activities, and progress toward accomplishing project objectives. Additionally, the Contractor shall establish a project web site with real-time worldwide access available to government personnel and other project stakeholders approved by AFCEC. The website will consist of items such as a deliverable tracker, project data/deliverables, a task order specific Request for Information (RFI) tracker, a photo log, project schedule, meeting minutes, issues/risk identification and resolution, and project status for TO.

The Contractor shall also prepare and submit for government approval a Work Breakdown Structure (WBS), an Integrated Master Schedule (IMS), progress reports, monthly Contractor Progress, Status, and Management Report (CPSMR), Funds and Man-Hours Expenditure Report (FMER), digital photo documentation as part of deliverables where appropriate. Furthermore, the Contractor shall perform TO scoping and plan development services including completing existing data reviews to enable preliminary scoping of project issues and developing Data Quality Objectives (DQOs). The Contractor shall comply with the Environmental Resources Program Information Management System (ERPIMS) data deliverable requirements for all field-derived data/information supported by ERPIMS data structure. Additionally, the Contractor shall provide support for meetings and conference services such as meeting/teleconference support, public meetings and hearings support, regulatory/professional interface assistance.

The Contractor shall also coordinate work site activities to ensure the protection of human health and the environment; the prevention of damage to property; utilities; materials; supplies; equipment; work interruptions; conduct spatial data requirements; develop Quality Program Plan (QPP), Health and Safety Plan (HSP), Sampling and Analysis Plan (SAP); manage chemistry services ensuring quality of all required chemistry services performed; provide environmental planning and programming services including cultural resources protection; permits and site access agreements support; environmental restoration services such as conducting Remedial Investigation at Former Eaker AFB at specific sites including primary and secondary release areas.
