Background
This RFI seeks to obtain information on updated costs for the installation of Persistent Surveillance Detection (PSD) systems. The offerings should meet a desired minimum threshold requested by CBP to meet operational requirements. The RFI is requesting updated cost estimates based on the requirements of the initial 6 miles of PSD deployed in Otay Mesa, CA; Yuma, AZ; Santa Teresa, NM; and Naco, AZ.

Work Details
CBP is seeking PSD contractors who have the skills and capabilities to complete engineering, procurement, installation, and maintenance extending current PSD systems in their established locations and/or engineering, procurement, installation, and maintenance a set milage in a new location to be determined along the US Southern Border. The capabilities include detecting underground seismic-acoustic signals, discerning anomalous seismic-acoustic signals from ambient noise or false positive detections, geo-locating the source of underground seismic-acoustic signals in three dimensions, determining the path of related underground seismic-acoustic signals as they progress over time, overlaying detection, localization, and trajectory information on a geospatial display to facilitate an effective and efficient response.
Additionally, the PSD shall have a high mean time between failures (MTBF), low mean down time (MDT), rapid mean time to repair (MTTR), receive system security updates remotely, allow authorized personnel to conduct remote system troubleshooting and provide a cost-effective and time-sensitive product support strategy including maintenance planning and management; manpower and personnel; supply support; support equipment; technical data; training and training support; computer resources; facilities and infrastructure; packaging, handling, storage, and transportation; design interface; sustaining engineering; and information technology systems continuous support.
