This solicitation is issued to GSA MAS holders ONLY [under the Security & Protection Category; SIN 541330L, and 541330SEC, which encompass Security System Integration, Design, Management, and Life Cycle Support. Prime contractors submitting quotes/offers may have subcontractors or teaming partners that are non-schedule holders if they are performing less than 50% of the work (in the aggregate billable amounts). The entity submitting the quote/offer must do so under their FSS MAS identity. _______________________________________________________________________________________________________________________________ U.S. Customs and Border Protection (CBP) Border Security Deployment Program (BSDP) Centralized Area Video Surveillance System (CAVSS) provides critical surveillance capabilities to CBP to support border security and safety mission goals primarily at U.S. Land Ports of Entry (LPOEs). The deployed CAVSS is composed of cameras, microphones, sensors, network equipment, monitors, workstations, and network recording devices. The BSDP currently supports over 350 facilities. The purpose of this BPA is to provide the BSDP the capability and flexibility to obtain Contractor support for CAVSS Support Services. This BPA shall provide technology refreshment, deployment, upgrades, updates, modifications, and enhancements of existing applications in response to evolving technologies, threats, and mission requirements in support of the Department of Homeland Security (DHS) and CBP mission critical initiatives to protect the borders (air, land, and sea) of the United States (U.S.). The BPA shall also support the modernization of CAVSS. Task (Call) Orders issued against the resulting BPA will be firm fixed price. The period of performance is twelve (12) months from date of award, with four (4) 12-month Option Periods thereafter. Advisory Notifications will be issued after evaluations of Step 1. Step 2 - Technical Approach, Management / Staffing Plan, Past Performance: The Due Date for Step 2 submissions will be indicated after results of Step 1; however, for vendor scheduling purposes, they are anticipated to be due May 11, 2022. The U.S. Customs and Border Protection (CBP) is seeking support services for the Centralized Area Video Surveillance System (CAVSS) under the Border Security Deployment Program (BSDP). The purpose of this Blanket Purchase Agreement (BPA) is to provide technology refreshment, deployment, upgrades, updates, modifications, and enhancements of existing applications in response to evolving technologies, threats, and mission requirements. The BPA will cover program management and project management, operations and maintenance, system deployment and expansion, transition support, and emerging technologies. The ordering period for the BPA will be for a one-year base period and four one-year options. The place of performance will vary depending on the specific task order issued.

The BPA will be in effect for a one-year base period with four one-year options. The place of performance will vary depending on the specific task order issued.

The evaluation factors for awarding this BPA include technical approach/previous experience (Factor 1), management approach/staffing (Factor 2), oral presentation demonstrating an understanding of the requirement (Factor 3), past performance (Factor 4), and price (Factor 5). Offerors will be evaluated based on their previous experience in similar projects, their management approach and staffing plan, their understanding of the requirement demonstrated in an oral presentation, their past performance, and their proposed price. The evaluation will be conducted in three steps, with each step narrowing down the pool of offerors based on their submissions. The final selection will be based on a best-value tradeoff process considering all five factors.
