Synopsis:

NASA/NSSC has a requirement for Cavitar Cavilux Smart Laser Head Upgrade.

NASA/NSSC intends to issue a sole source contract to TECH IMAGING SERVICES INC 428 Lincoln AVE Saugus, Massachusetts 01906-3768 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that TECH IMAGING SERVICES INC is the sole provider of Cavitar Cavilux Smart Laser Head Upgrade

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Langley Research Center (LARC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 811210

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Central Standard Time on 9/25/2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Background
NASA/NSSC has a requirement for Cavitar Cavilux Smart Laser Head Upgrade. NASA/NSSC intends to issue a sole source contract to TECH IMAGING SERVICES INC under the authority of 13.106-1(b)(1)(i) as they are the sole provider of Cavitar Cavilux Smart Laser Head Upgrade. NASA/NSSC will be the procuring center for this effort.

Work Details
A pulsed, monochromatic, low-coherence laser diode illumination source is required for time-resolved schlieren imaging experiments in NASA Langley Research Center’s National Transonic Facility (NTF). The illumination source must have the ability to produce 50 ns illumination pulses at a rate of 60 kHz at a wavelength of 640 nm with low-coherence that provides near-uniform illumination over the entire field-of-view and minimizes laser speckle on the image sensor.

The total possible output power of the illumination source must be 400 W. The illumination source must also have a low-power, eye-safe green alignment laser that allows for precise alignment of the illumination source. The source must be compatible with an existing Cavitar Cavilux Control unit for control of output and be capable of being synchronized to an external 5 V TTL trigger source that allows for the pulsed illumination output to coincide with the exposure of a high-speed camera for flow visualization.

The illumination source must include a laser source unit, power supply, standard optical fiber light guide, and custom 50-cm-long liquid light guide for use in the confined space of an environmental enclosure used at NTF. Physical dimensions of the laser head source must not exceed 160 mm long by 70 mm wide by 40 mm high in order to fit within the environmental enclosure while allowing room for other optical diagnostic hardware. The illumination source must also be compatible with the existing open/close laser interlock system in the NTF wind tunnel for safe operation.
