Caribou-Targhee National Forest Westside Ranger District - Prospectus for Campground and Related Granger-Thye Concessions

Background
The prospectus is being issued to solicit applications for a concession campground special use permit. The permit(s) will allow the operation and maintenance of Government-owned recreation facilities located on the Westside Ranger District, Caribou-Targhee National Forest, and Curlew National Grassland. The offering includes six sites with an average gross revenue of $91,000.00. A site tour will be led by the Forest on July 19, 2023. Interested parties must RSVP to Ben Swaner at benjamin.swaner@usda.gov by July 5, 2023. Questions received via email or from the tour by the September 1, 2023 deadline will be answered and published alongside this prospectus.

Work Details
The tasks under the contract include ensuring that effects from recreation use that conflict with environmental laws are analyzed and mitigated, maintaining consistency with Recreation Opportunity Spectrum (ROS) objectives, adhering to existing vegetation management plans, conducting safety inspections annually, ensuring utility systems meet applicable state and local regulations, providing good customer service practices, maintaining functional restrooms and facilities in good repair, meeting FS design standards for all facilities, controlling dust on roads, correcting vandalism within one week of discovery, cleaning equestrian sites when vacated and before the next occupancy, keeping developed sites free of litter and domestic animal waste, analyzing and mitigating effects from recreation use that conflict with environmental laws as needed, cleaning ditches and culverts for proper drainage, inspecting boundaries annually for safety and condition, maintaining water hydrants to meet state and federal standards, managing garbage in areas where dumpster service is not available or practicably managed by utilizing bear-resistant receptacles with plastic liners, maintaining site markers and signs in good condition, notifying visitors of fee requirements when present in the campground on the day fees go into effect.

The geographic locations where the contract will be performed include the Westside Ranger District of Caribou-Targhee National Forest and Curlew National Grassland.
