Description

The Department of Veteran Affairs, Outreach, Transition and Economic Development (OTED) Transition Assistance Program (TAP) office has canceled the VIRTUAL Industry Day on Monday, April 14, 2025, at 10:00 a.m., for OASIS+ Management & Advisory (M&A) domain vendors and potential subcontractors. This Industry Day will include a presentation about the potential TAP requirement including a question-and-answer session. This industry day is related to RFI Notice ID: 36C10X25Q0032.

The presentation and submitted question and answer responses will be posted to SAM.gov no later than 15 April 2025.

Please contact Rebecca Ubert to confirm your attendance by Friday, March 14, 2025 at 4pm EST so we can send a link to the virtual meeting to each of you. Responses will need to include email addresses for all attendees from your firm (limited to 2 per firm). Email Rebecca Ubert at: Rebecca.Ubert@va.gov. An updated meeting link will be sent out March 17, 2025. No additional action is required for those who have registered.

Background
The Department of Veterans Affairs (VA) is responsible for the Transition Assistance Program (TAP), which aids service members transitioning to civilian life. Approximately 200,000 service members transition each year, and TAP provides essential information, resources, and tools to facilitate this process. The VA's contribution includes a one-day course on VA Benefits and Services, aimed at helping participants navigate the benefits they have earned through military service.

Work Details
The contract support services required by the Outreach, Transition and Economic Development (OTED) program office include:

- Program management and administration
- Curriculum development, revision, and validation
- Onsite support activities at military installations
- Conducting in-person and virtual briefings
- Providing information in both generalized and one-on-one settings
- Conducting evaluations.

Specific tasks include delivering mandatory instruction on VA benefits through a structured curriculum consisting of six modules covering various topics such as health maintenance, disability compensation applications, career readiness, housing resources, and a course capstone. Additionally, the contractor will implement a regional hub-and-spoke model for TAP support across more than 300 installations worldwide. The contractor will also provide training for VA Benefits Advisors who deliver courses and assist service members with their transition.

The contract will be performed at various military installations worldwide.
