Background
The Naval Facilities Engineering Systems Command (NAVFAC) Hawaii is issuing this solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract aimed at acquiring multi-discipline Architect-Engineer (A-E) services for various waterfront projects.

The primary mission of NAVFAC Hawaii includes overseeing construction and engineering projects within the State of Hawaii and potentially worldwide. This procurement is intended to ensure that highly qualified firms are selected to provide essential engineering services, with a total contract fee not exceeding $249 million.

Work Details
The contractor will be responsible for a range of tasks including:

- Execution and delivery of Military Construction (MILCON) project documentation (DD Form 1391).
- Conducting Functional Analysis and Concept Development (FACD) workshops, Concept Design Workshops (CDW), or Design Charrettes.
- Preparing Design-Build (D-B) Request for Proposal (RFP) construction documents.
- Creating Design-Bid-Build (DBB) RFP or Final Design construction documents.
- Utilizing the SPECSINTACT program.
- Providing cost estimates using the MII cost estimating system.
- Performing engineering studies and reports such as site investigations, topographical surveys, geotechnical investigations, hazardous material surveys, hydrographic surveys, and concrete corrosion studies.
- Developing Collateral Equipment Buy Packages.
- Delivering Comprehensive Interior Design services including Structural Interior Design and Furniture, Fixtures, and Equipment.
- Offering Post Construction Award Services which include technical consultation during construction, review of construction submittals, site visits, operations support information, record drawings, and other miscellaneous services.

Waterfront projects may involve new construction or renovation of piers/wharves, drydocks, waterfront facilities like warehouses or operations buildings, load studies for cranes on piers/wharves, and seismic analysis studies.

Place of Performance
The primary location for performance will be in the State of Hawaii but may also extend to other locations worldwide.
