The purpose of this 12 December 2024 update is to provide Government answers to industry questions submitted in response to the below Draft Request for Proposal (RFP) release of 18 September 2024. Government responses in the attached document ("Govt Responses to Industry Questions 1") are subject to change. Please rely only on the final information provided in the Formal RFP package expected to be released in the second quarter of Fiscal Year 2025 (FY25) with a planned award in the fourth quarter of FY25.

Please be advised that the Government intends to release an updated draft Performance Work Statement (PWS) the week of 16 December 2024.

This announcement provides notice that Naval Air Systems Command (NAVAIR), on behalf of The Tactical Airlift Program Office (PMA-207), intends to provide, during the week of 9 December 2024, responses to industry questions received following the draft RFP posting.

The Government is on track to release the Formal RFP package as planned in the second quarter of Fiscal Year 2025 (FY25), with the projected timeframe being in January 2025, and intends to award the IDIQ contract in the fourth quarter of FY25.

As a follow-up to the previous N0001925R0003 sources sought posting of 29 April 2024 and pre-solicitation notice of 27 June 2024

The Naval Air Systems Command (NAVAIR), on behalf of the Tactical Airlift Program Office (PMA-207), hereby announces its intention to procure on a competitive basis a single source Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for C-40A Contractor Logistics Support (CLS) services in support of the seventeen (17) United States Navy (USN) aircraft and the two (2) United States Marine Corps (USMC) aircraft. The purpose of this draft Request for Proposal (RFP) release is to solicit industry feedback and questions on its content. Interested potential Offerors may complete and submit the Enclosure (1) "Industry Feedback" Excel file no later than 4:30PM EST on 3 October 2024 for Government consideration to both points of contact listed in the announcement. The Government will post responses to industry questions on this website around 5 November 2024. Formal RFP release is expected in the second quarter of Fiscal Year 2025 (FY25) with a planned award in the fourth quarter of FY25.

Background
The Naval Air Systems Command (NAVAIR), on behalf of The Tactical Airlift Program Office (PMA-207), is preparing to procure a competitive Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for C-40A Contractor Logistics Support (CLS) services. This contract will support seventeen United States Navy (USN) aircraft and two United States Marine Corps (USMC) aircraft.

The purpose of the draft Request for Proposal (RFP) is to solicit industry feedback and questions regarding its content, with the formal RFP package expected to be released in the second quarter of Fiscal Year 2025 (FY25). Award of the contract is planned for the fourth quarter of FY25.

Work Details
The contractor will provide comprehensive logistics support for the C-40A aircraft, which includes:
1. Performance Based CLS that encompasses all support actions required for operating and maintaining the aircraft, subsystems, appliances, and support equipment.
2. On-wing O-level maintenance and Depot-level maintenance, including minor repairs at the aircraft depot facility or by a field team. Off-wing engine repair and overhaul will be managed under a separate contract.
3. Compliance with FAA regulations, specifically 14 CFR Part 121 for operation as a commercial derivative aircraft and 14 CFR Part 43 for maintenance.
4. Participation in a commercial parts pool to facilitate one-for-one exchanges of commercial parts with other vendors.
5. Development of an OPSEC program compliant with squadron plans.
6. Management of hazardous materials in accordance with applicable laws and regulations.
7. Conducting annual inventories of Government Property (GP) and reporting any inadequacies or non-availability of items.
8. Coordination with PMA 207 for any modifications or configuration changes to support equipment.

Period of Performance
The period of performance will extend from the award date in the fourth quarter of FY25 through multiple years as specified in subsequent task orders under the IDIQ contract.

Place of Performance
The work will primarily take place at various locations supporting USN and USMC operations, including but not limited to detachment sites and depot facilities.
