Description

The purpose of this request for information is to obtain technical and/or business information and input from the marketplace for project planning purposes regarding the availability of existing or potential solutions, pursuant to FAR Part 10 Market Research, to identify potential parties from the marketplace capable of providing Business Data Enrichment Services to implement an enterprise master data management program to improve the completeness and accuracy of existing and incoming data, and ensure all business data are accurate, consistent, and fit for purpose across operational and analytical systems that interact with the Agency. This goal is accomplishable through a multi-tiered approach aimed at prioritized and focused components of enterprise data management and enterprise data interoperability.

This is a REQUEST FOR INFORMATION ONLY, not a Request for Quote (RFQ). The RFI does not commit the Government to award a contract now or in the future for any supply or services whatsoever. Furthermore, the FDA will not accept unsolicited proposals.

The Government is not responsible for any cost incurred by stakeholders in furnishing information. All costs (time/material/services) associated with responding to this RFI will be solely at the interested stakeholder's expense. Not responding to this RFI does not preclude participation in any future RFI, Vendor Day, or RFQ, if any are issued. Any information submitted by stakeholders to this RFI is strictly voluntary. All submissions will become Government property and will not be returned. The Government reserves the right to request clarifying remarks from RFI submissions. Proprietary, classified, confidential, or sensitive information should not be included in your response. The Federal Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).

The FDA will use the results of the market research to determine if sources capable of satisfying the agency's requirements exist based on its response to the questions contained in this notice. The FDA does not intend to make a selection decision or award a contract on the basis of responses.

Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the outcome of the FDA's review of the information received. Additionally, the FDA does not intend to hold discussions concerning this RFI with any interested parties. However, FDA reserves the right to contact vendors if additional information is required.

Background
The Food and Drug Administration (FDA) is responsible for protecting public health by ensuring the safety, efficacy, and security of various products including drugs, biological products, medical devices, and food.

The FDA aims to advance public health by facilitating innovations that enhance the effectiveness and affordability of these products. Given the information-intensive nature of its operations, the FDA is increasingly reliant on robust IT systems to meet statutory requirements such as the Drug Supply Chain and Security Act and various Executive Orders aimed at securing supply chains.

This Request for Information (RFI) seeks input from the marketplace regarding Business Data Enrichment Services to support an enterprise master data management program that enhances data accuracy and interoperability across operational and analytical systems.

Work Details
The contractor will provide Business Data Enrichment Services which include:
1. **Training Programs**: Conduct training assessments, develop training plans and materials, provide on-demand training, update training materials, and implement web-based training.
2. **Project Management**: Establish control mechanisms for IDIQ Call tasks, prepare Project Management Plans, provide monthly status reports detailing accomplishments, plans, issues, resource expenditures, cost/schedule variances, and recommendations for task support.
3. **Document Management**: Ensure completion of system documentation as per FDA EPLC requirements.
4. **Matching and Validation Functionality**: Provide matching functionality for FDA records with third-party global data services; validate third-party identifiers used in records submitted to FDA.
5. **Business Insight Information**: Supply operational status and risk information for business entities including ownership relationships and historical data.
6. **Data Quality Support**: Assist in resolving issues related to matching and entity verification; analyze existing processes for improvements.
7. **Investigative Services**: Conduct manual resolution services including human lookup in databases and on-site verification visits.
8. **System Hosting**: Provide secure hosting for unique entity identifier software and data.
9. **Customized Interfaces**: Develop interfaces necessary for accessing unique entity identifiers within FDA systems.
10. **U.S. Farm Data Support**: Provide comprehensive databases of farmers/ranchers in the U.S., combining this with unique entity identifier datasets.
11. **Technical Support**: Assist with installation and integration of unique entity identifier data into FDA systems.
12. **Consulting Support**: Offer professional services for data management strategies.
