This Solicitation, W52P1J-19-R-0075, is posted under Full and Open Competition, for the procurement of Trinitrotoluene (TNT) in flake form in accordance with MIL-DTL-248D, using a Lowest Price Technically Acceptable evaluation approach in accordance with Federal Acquisition Regulation (FAR) 15.101-2.

The applicable NAICS code is 325920, Explosives Manufacturing, with a size standard of 750 employees. The Government intends to award up to three Firm Fixed Price (FFP), Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts. A total minimum guaranteed quantity of 3,000,000 pounds of TNT (to be split equally between all awardees); however, the Government reserves the right to award less than three awards. Each contract will consist of five Ordering Periods to award FY20-FY25 requirements.

Contractors must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this RFP. Contractors may obtain information on SAM registration by visiting: https://www.acquisition.gov.
