Amendment 9 - Updated Question and Answers

Update to Section L - Proposals Instructions: Electronic copies of final proposal submissions (both volumes) shall be received no later than 10:00 AM, Eastern Time, on August 22, 2014. Electronic copies of the proposal submissions shall be submitted to the Contract Specialist and Contracting Officer at NortheastTeamInbox@ice.dhs.gov, no later than the date and time specified above. There will be no exceptions to the time and date on which responses are due, unless determined to be in the best interest of the Government. When sending your submission, offerors shall include the RFP # and RFP title in the subject line of the e-mail.

Please submit the proposal (via a single email) to include a Microsoft Excel or Word document with Volume I and a Microsoft Excel document attachment for Volume II. The electronic version of your proposal shall be submitted using WinZip software. The WinZip password shall be submitted under a separate e-mail by the aforementioned date and time. Please Note: There is not a character length or mixed case requirement imposed on your password. These submission instructions will also apply to any future correspondence, as applicable, in response to this RFP.

Amendment 8 - RFP Extended to Friday, August 22, 2014 @ 11am
Amendment 7 - Due to a pre-award protest received, potentially necessitating changes in the requirement, the due date for proposals is hereby extended to August 20, 2014 @ 11:00 am EST. Any changes to the requirement will be processed via amendment to this notice.

Clarification: Regarding Amendments listed as 4 and 5, the previously listed amendment 4 is actually the second part of amendment 3. As such, the amendment listed as number 5 is actually amendment 4.
Based on the clarification above, the amendment summary as stated below is correct and up to date. Additionally the attachment for amendment 4 (previously listed as amendment 5) is mislabled but is accurate and reflects the most current solicitation with an amendment date of 7.18.14.

Original Post: U.S. Immigration and Customs Enforcement (ICE), a component of the Department of Homeland Security (DHS), has a continuing and mission critical need to contract for detention management support services to support Enforcement and Removal Operations (ERO) at the Buffalo Federal Detention Facility, located in Batavia, NY. ICE Office of Acquisition (OAQ) intends to solicit a contract for detention, transportation and food services. The contractor shall furnish these services, including a trained and qualified management staff, supervision, manpower, relief officer(s), uniforms, equipment, and supplies (which includes firearms, ammunition, body restraints, non-lethal devices, body armor, radios and cellular telephones) to provide support seven (7) days a week, twenty-four (24) hours per day.
