Brandon Road Interbasin Project - A-E SATOC

Background
The Brandon Road Interbasin Project (BRIP) is a complex ecosystem restoration project designed to prevent upstream movement of invasive carp and other aquatic nuisance species into the Great Lakes while minimizing impacts to the Illinois Waterway users. The project will be largely implemented within the downstream approach channel to the Brandon Road Lock & Dam located in Rockdale, IL. The project consists of a gauntlet of deterrents to be constructed within the downstream approach channel and within the existing Brandon Road Lock and Dam. The work will require extensive coordination within USACE (primarily Inland Navigation Design Center, Rock Island District, and Engineering Research and Development Center – various laboratories) as well as regular coordination with a large group of external entities including the local sponsor, navigation, USCG, construction firms, and other federal agencies.

Work Details
The services to be provided may include but are not limited to work such as preparation of preliminary and final designs, analyses, reports, construction contract drawings and specifications, development of civil, structural, mechanical, electrical, and architectural three-dimensional models with the capability of displaying the models on two-dimensional drawings using computer-aided drafting (CAD), preparation of quantity take-offs and cost estimates, design and construction scheduling services, construction engineering services including shop drawing review, contract modifications, engineering advice during construction, field inspection, and as-built drawings. Other services may include preparation of operation and maintenance manuals; instrumentation, inspection, evaluation, and reports on completed projects; value engineering and design charrettes; site master planning; general inspections and data collection including surveys, geotechnical, geology, structural, mechanical, electrical, welding (with an emphasis on hydraulic steel structures), and bridge inspections; analysis of abnormal operational response of equipment or systems including analysis of operation anomalies.

Place of Performance
The services will be performed in connection with projects located within the Rock Island and Chicago District’s geographic boundaries (all or portions of MN, WI, IL, MO and IA). However, individual task orders will primarily be at Brandon Road Lock and Dam.
