Dear Prospective Quoter:

Subject: Request for Quotations number 19KV4224Q0009

Enclosed is a Request for Quotations (RFQ) for Body Orifice Security Scanners. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form 1449 that follows this letter.

The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract/purchase order based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

Quotations are due by May 27, 2024, 15:00 Local Time. No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted.

Your quotation must be submitted electronically to PristinaProcurement@state.gov. It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

In order for a quotation to be considered, you must also complete and submit the following:

1. SF-1449

2. Section I, Pricing

3. Section 5 Representations and Certifications

4. Additional information as required in Section 3

5. The Offeror should submit a completed IRS Form W-14, found at www.irs.gov/w14, to ensure compliance with FAR 52.229-11; ]

6. Proof of SAM Registration

Offerors must be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submitting their offer/proposal as per FAR 4.1102. Failure to be registered at time of proposal submission will result in the offeror's proposal being considered incomplete and therefore not accepted for review.

Background
The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the U.S. Department of State (DOS). INL is mandated to furnish assistance to countries and international organizations in stabilizing post-conflict societies and strengthening democracies through the institutional development of criminal justice systems. INL’s authorities are found in Chapter 8, Part I of the Foreign Assistance Act of 1961, as amended. In furtherance of its mandates, INL is collaborating with Kosovan officials in corrections reform.
During an INL assessment of the Kosovo Correctional Service (KCS), INL has identified a lack of strip search equipment and that is a serious deficiency leading to numerous cases of contraband in correctional facilities. INL Kosovo is planning to equip Kosovo Correctional Facilities with the Body Orifice Security Scanners that help make prisons safer for inmates and staff by providing a non-intrusive method of detecting objects concealed in body cavities.

Work Details
The Contractor shall furnish and deliver Body Orifice Security Scanners to the U.S. Embassy in Pristina according to the specifications provided. The contract type will be a firm fixed price type of purchase order/contract. The prices listed shall include all labor, materials, overhead, profit, and transportation necessary to deliver the required items to the American Embassy in Pristina.
The technical specifications for each item are detailed including quantity, price per unit, total amount, and specific requirements for each item such as training correctional officers on how to operate the equipment, installation and material requirements, warranty, support, maintenance needs, and shipping and transportation responsibilities.

Place of Performance
The contract requires delivery to the U.S. Embassy in Pristina located at 4 Korriku # 25, 10000 Pristina, Kosovo.
