BLM-WY AED Oversight and Management Program
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The BLM contemplates issuing a firm-fixed price contract with one base-year and four option year periods. The Government reserves the right to not exercise and option period.
This requirement is for an AED Oversight and Management program to support the BLM Wyoming offices. See the attachments for the Performance Work Statement, Locations, and current inventory of AEDs.
Incumbent: There is no current incumbent contract or contractor. Previous service has been contracted with PlusTrac.
Period of Performance.
Base Year: 01 Aug 2024 - 31 Jul 2025.
Option Year 1: 01 Aug 2025 - 31 Jul 2026
Option Year 2: 01 Aug 2026 31 Jul 2027
Option Year 3: 01 Aug 2027 31 Jul 2028
Option Year 4: 01 Aug 2028 31 Jul 2029
Basic Contracting Requirements:
1. Active Registration - www.sam.gov.
2. Compliance with Section 889 clauses.
3. Invoicing and Payment - www.ipp.gov - 30 day prompt pay after delivery.
4. FAR Part 12 - Commercial Item.
5. FAR Part 13 - Simplified Acquisition Procedures.
6. Total Small Business Set-Aside for NAICS 334510.
7. Evaluation Criteria provided in FAR clause 52.212-2.
Minimum Requirements for Responsive Quote:
1. Filled in and signed SF1449 (first pages of solicitation).
2. Bid schedule with prices for the base year plus four option periods.
3. Technical response detailing your experience and capabilities - See FAR 52.212-2 Evaluation Factors in solicitation for full explanation.
4. Email all items to the POC below no later than the required response date.

Background
The Bureau of Land Management (BLM) is seeking a contractor to provide an AED Oversight and Management program to support its Wyoming offices. The contract will be a firm-fixed price contract with one base year and four option year periods. The Government reserves the right to not exercise any option period.

Work Details
The contractor is required to provide access to an electronic program in order to perform AED management and medical oversight as described in the Performance Work Statement (PWS). The contracted service shall support BLM WY facilities, including locations in Cheyenne, Cody, Worland, Lander, Casper, Buffalo, Newcastle, Rock Springs, Kemmerer, Pinedale, Wheatland, and Rawlins.

Period of Performance
The period of performance for the contract is as follows: Base Year: 01 Aug 2024 - 31 Jul 2025; Option Year 1: 01 Aug 2025 - 31 Jul 2026; Option Year 2: 01 Aug 2026 - 31 Jul 2027; Option Year 3: 01 Aug 2027 - 31 Jul 2028; Option Year 4: 01 Aug 2028 - 31 Jul 2029.

Place of Performance
The geographic locations where the contract will be performed include various BLM facilities in Wyoming such as Cheyenne, Cody, Worland, Lander, Casper, Buffalo, Newcastle, Rock Springs, Kemmerer, Pinedale, Wheatland, and Rawlins.
