BLDG 102 RENOVATION

The USPFO for Ohio intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Renovation of Aircraft Maintenance Hangar-B102, located at the 179^th Airlift Wing, Mansfield, Ohio Air National Guard. This project will provide renovated space for various aircraft maintenance shops and functions, upgrades to fire alarm system, fire suppression system, HVAC, and restrooms, as well as structural demolition and upgrade (interior and exterior). See attached brief description of scope and various disciplines required to complete renovation.
The contract duration is estimated to be 545-635 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36,500,000.001. The magnitude is between $10,000,000 and $25,000,000.

Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees". The tentative date for issuing the solicitation is on-or-about 14 June 2019. The tentative date for the pre-bid conference is on-or-about 27 June 2019, 9:00AM EST; location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference shall be submitted by 21 June 2019 via email to gordon.m.strom.mil@mail.mil . Submitting questions prior to pre-bid conference is crucial to preparation and efficient flow of meeting.

The bid opening date is scheduled for on-or about 09 August 2019. Actual dates and times will be identified in the solicitation. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at www.fbo.gov. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors shall register with FedBizOpps before accessing the system. (Please note the registration for access to the secure site takes approximately 15 business days.
