BioTek Synergy Plate Reader

This notice is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 Streamlined Procedures for Evaluation and solicitation for commercial Items, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (a written solicitation will not be issued) and quotes are being requested. The Solicitation number is RFQ-NIH-NIAID-2183173 and the solicitation is issued as a Request for Quotes (RFQ).

This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 June 02, 2023.

The North American Industry Classification System (NAICS) code for this procurement is 334516 - Analytical Laboratory Instrument Manufacturing. The requirement is being competed with a brand name restriction, and without a small business set-aside.

The National Institute of Allergy and Infectious Diseases (NIAID) has a requirement for the following Brand Name Supplies manufactured by BioTek Instruments:

1 H1 Reader Mono W45 C INCUB (BioTek Synergy Plate Reader) SH1M 1 each

2 TAKE3 Microvolume plate TAKE3-SN 1 each

J&A: The NIAID Microbiome Program needs a multimode plate reader for fast and accurate high throughput quantification of DNA and RNA by both fluorescence and absorbance. The plate reader must be capable of measuring nucleic acid labeling efficiency, protein quantification, bacterial cell density, and temperature control to allow for long-term kinetic assays. Plate reader must also have supporting software for quick analysis and the recording of assay results. The BioTek Synergy Plate Reader from Agilent is currently in use in the laboratory. In addition to keeping data continuity between experiments, laboratory staff are already trained on the use and protocols of this plate reader. Changing readers would require retraining staff as well as rewriting protocols. This would cause the government unnecessary expense and downtime in the lab. Do not substitute.

The government intends to award a firm fixed price purchase order to the responsible contractor as a result of this RFQ that will include the terms and conditions set forth herein. The award will be based on the following: technical capability to meet the requirements and price.
