The International Boundary and Water Commission is issuing a solicitation in support of the International Boundary and Water Commission (IBWC) Nogales Field Office.

General Information: The Contractor shall provide all labor, material, equipment, tools, transportation and supplies necessary to purchase and install biosolids electro-osmosis dryer(s) and/or low temperature dryer(s) and purchase and install automated screw press(es) for the Nogales International Wastewater Treatment Plant (NIWTP). Biosolids technologies shall allow for redundancy by providing additional unit(s). The work shall include providing the IBWC with equipment specifications and requirements for the biosolids electro-osmosis dryer(s) and/or low temperature dryer(s) and automated screw press(es) for design purposes. Additionally, the work includes providing requirements for the design and construction of the enclosure and connections (i.e. plumbing, electrical, etc.). The IBWC will be awarding a separate Design-Build contract. The Design-Build Contractor shall remove the existing belt filter presses and use the information provided by the Contractor to design and construct the equipment enclosure and connections (i.e. plumbing, electrical, etc.). The working hours at the IBWC facility are 7:30 AM to 4:00 PM, Monday through Friday.

This is a FIRM FIXED PRICE CONTRACT.

Procurement will be solicited as full and open competition. The solicitation will result in a Firm-Fixed Price (FFP) contract to the lowest priced technically acceptable offeror that provides the best value to the IBWC. The anticipated period of performance is 540 calendar days after the notice to proceed has been issued. The North American Industry Classification System (NAICS) code is 423830 Industrial Machinery and Equipment Merchant Wholesalers. The Size Standard is 100 employees.

The work is located in Rio Rico, Santa Cruz County, Arizona. A site visit shall be held at the Nogales International Wastewater Treatment Plant, 865 East Frontage Road, Rio Rico, Arizona, 85648 on Friday, April 18, 2025, at 10:00 AM MST (Arizona Time). Potential bidders are REQUIRED to bring a 5-gallon bucket with lid and bag to collect a wet biosolids sludge sample which will be provided by IBWC staff to fulfill the requirement within the Performance Work Statement. There will not be another opportunity to collect samples from the NIWTP.

Names of individuals who plan to attend along with an IBWC Form 358 Non-Discloser Agreement (NDA) shall be furnished before 12:00 PM MDT (CO's local time) on Wednesday, April 16, 2025, by email submission to seone.jones@ibwc.gov. PPE will be required for this site visit (hard hat, safety shoes and vest). IBWC will not provide PPE. A maximum of 2 per company will be allowed. Vendors must check in with a valid ID at the administration building and let them know they are attending a site visit/walk through. All visitors must be escorted by IBWC personnel.

Photos/videos will be allowed with some restrictions. No photos of gates, fences, security features such as cameras, access points or IBWC personnel are allowed on this site visit. Only photos/video of the current sludge drying equipment will be allowed. An NDA (IBWC_Form_358_Nondisclosure_Agreement - Nogales Sludge Dryer.pdf) will need to be completed prior to the site visit. Potential bidders can complete an NDA at the Pre-Proposal Conference/Site Visit.

All request for information must be submitted in writing (Microsoft Word documents only) no later than 12:00 PM MDT on Wednesday, April 16, 2025, for the Pre-Proposal Conference/Site Visit. After the Pre-Proposal Conference, written questions may be submitted to the aforementioned email address until 12:00 PM MDT on Friday, April 25, 2025. Questions received after the cut-off deadline will NOT be responded to, unless deemed significant by the Contracting Officer or the question conveys a material mistake and/or error in the Invitation for Bid. Questions should be sent to seone.jones@ibwc.gov with 191BWC25R0002 Sludge Dryer Alternative in the email subject line. Responses will be provided as an attachment on SAM.gov.

The solicitation will close on May 27, 2025, at 3PM MDT. Interested parties who consider themselves qualified to deliver the above-mentioned services are invited to submit a response to this notice by 3:00 P.M. MDT, May 27, 2025. All responses under this notice must be emailed to seone.jones@ibwc.gov with 191BWC25R0002 Sludge Dryer Alternative in the email subject line. FAX SUBMISSIONS WILL NOT BE ACCEPTED. Vendors may submit multiple technical proposals presenting different basic approaches. Each technical submittal must be separately identified as above and will be separately evaluated.

This Solicitation will be issued pursuant to FAR Part 15. Offerors shall submit their bid package in accordance with the information contained in the Subsection L.2 Bid Submission.

Prospective bidders shall be registered in the System for Award Management (SAM) with an active Unique Entity Indentifier (UEI) in order to be eligible to receive an award from solicitation and have the NAICS code listed above under Reps & Certs. Notification of any changes or amendments to the Solicitation will be issued only at https://www.sam.gov. It is the prospective bidder's responsibility to check the website daily for any updates, amendments or any additional information. The Government will not be held responsible for any information a prospective bidder does not receive once the information is issued on the Internet.

All responsible sources must submit a bid to be considered by the Agency.

Offerors or quoters are urged and expected to inspect the site where services are to be performed and familiarize themselves with all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Background
The International Boundary and Water Commission (IBWC) is issuing a solicitation to support the Nogales Field Office. The mission of the IBWC is to manage water resources and ensure compliance with treaties between the United States and Mexico. This contract aims to enhance the wastewater treatment capabilities at the Nogales International Wastewater Treatment Plant (NIWTP) by providing necessary equipment and installation services.

Work Details
The contractor shall provide all labor, materials, equipment, tools, transportation, and supplies necessary for the following:
1. Purchase and installation of biosolids electro-osmosis dryer(s) and/or low temperature dryer(s).
2. Purchase and installation of automated screw press(es).
3. Removal of two (2) biosolids 2.5-meter belt filter presses from the NIWTP.

The biosolids equipment must allow for redundancy. The contractor is also responsible for providing detailed design specifications for an enclosure for the equipment and any necessary connections.
