Biopharmaceutical Manufacturing Preparedness-Consortium (BioMaP–Consortium)

Background
The Biomedical Advanced Research and Development Authority (BARDA) aims to establish an agreement with a Consortium Management Firm (CMF) to manage the BioMaP-Consortium under the guidance of the BioMaP Branch of BARDA. The CMF will participate in and manage all technical, programmatic, reporting, financial, and administrative matters pertaining to the BioMaP-Consortium. The CMF will also solicit, award, and manage Project Agreements/Sub-Agreements to consortium members.

Work Details
The objective is to improve the industrial and manufacturing base for medical countermeasures during crises and inter-crises, aligning with several USG objectives in pandemic preparedness. The Biopharmaceutical Manufacturing Preparedness Consortium (BioMaP-Consortium) will be comprised of industry partners across the drug and vaccine manufacturing supply chain. The solicitation outlines various requirements including avoiding organizational conflicts of interest, salary rate limitations, accounting system capabilities, access to records, foreign-owned interests, proposal preparation and submission instructions, questions submission deadline, evaluation criteria, minimum eligibility requirements, anticipated terms of award, draft deliverables and reporting requirements.

Period of Performance
The anticipated initial term of performance for an agreement resulting from this solicitation is 10 years with a ceiling of $20 billion over the 10-year period.
