Bio-Diesel Fuel Purchase

Background
The U.S. Army Corps of Engineers is seeking to procure biodiesel fuel as part of its mission to support various projects, including the Rivers Project Office. The goal of this contract is to provide a sustainable fuel option that meets specific environmental standards while ensuring operational readiness.

Work Details
The contractor shall provide up to 240,000 gallons (-20%, +0%) of biodiesel blend, specifically B10, B11, and B14. B15 or higher blends are unacceptable. The biodiesel must be soy-based and comply with ASTM D6751 standards for biodiesel.

Fuel delivery will be made directly from the contractor's facility into the CE64 Fuel Storage Barge. The fueling is expected to occur between November 1, 2024, and November 15, 2024, with coordination required with government representatives for exact timing.

Additionally, the contractor must supply biocide, anti-gel, and a diesel fuel treatment made from Hydrotreated Heavy Paraffinic Distillate (CAS # 64742-54-7) in concentrations less than 90%. All additives must be mixed into each compartment prior to fuel transfer. Proposals should include a cost breakdown for the biodiesel per gallon and lump sums for the additives.

Period of Performance
The approximate dates for fueling are between November 1, 2024, and November 15, 2024.

Place of Performance
Fueling will take place within 125 river miles of the U.S. Army Corps of Engineers Service Base located at UMR 177.
