Big Cliff 40 Ton Intake Gantry Crane   2

Amendment 3 for the inclusion of FAR clause 52.232-16 and extension of the proposal due date is posted. As a reminder, all amendments must be acknowledged with the proposal submission.

The U.S. Army Corps of Engineers, Portland District has a new requirement for a New 40 Ton Intake Gantry Crane for Big Cliff Dam, modification of the electrical power supply, and incidental related work.

The work consists of replacing the existing 40 Ton Intake Gantry crane with a New 40 Ton Intake Gantry Crane at the Big Cliff Dam located near Gates, Oregon. The contractor must design, manufacture, install, test, and commissioning of the new Intake Gantry Crane. This crane will include one (1) main hoist trolley, and one (1) maintenance jib hoist. The Intake Gantry Crane provides for placement of the spillway stoplogs, the penstock stoplogs, and for general servicing of the deck of the spillway. The work includes the removal of the existing Intake Crane and the replacement of the existing cable reel power supply to a conductor rail and collector system, conversion from a 3-wire to 4-wire power feed, and installation of emergency stop buttons.

This solicitation will use a FAR Part 15.101-1 Best Value Tradeoff Process. This is a hybrid supply with construction installation contract. Acquisition will provide for Full and Open Competition.

Amendment 0004 has beeen released to address FAR clause 52.225-10 "Notice to Buy American Requirement - Construction Materials (May 2014)" in Section I, and to check DFAR clause 252.225-7000 within the DFARs clause 204.207-7007 Alt A in Section K.

Amendment 0005 is now in effect, extending the solicitation closing date from 3 May 2021, to 10 May 2021.

Amendment 0006 is now in effect, extending the solicitation closing date from 10 May 2021 to 26 May 2021.

Amendment 0007 is now in effect. The purpose of Amendment 0007 is to adjust work items 01 11 00.00 25 "Summary of Changes," and a revision to Work Specification 41 01 20.74 26 "New Intake Gantry Crane Mechanical and Structural Work."

Amendment 0008 is now in effect, extending the validity of proposals by an additional 31 days. All offerors will acknowledge this Amendment by Monday 2 August 2021, by 2:00 p.m. (PDT).

Amendment 0009 is now in effect, extending the validity of proposals by an additional 30 days to 26 September 2021. All offerors will acknowledge this Amendment by Monday 30 August 2021, by 2:00 p.m. (PDT).

Amendment 0010 is now in effect, extending the validity of proposals for discussions to 31 October 2021. All offerors will are requested to acknowledge this Amendment by Monday 27 September 2021, by 2:00 p.m. (PDT).
