Background
The Department of the Air Force, specifically the 436th Contracting Squadron at Dover Air Force Base, has issued a requirement for the biannual exterior washing of antique display aircraft at the Air Mobility Command Museum.

The goal of this contract is to maintain the appearance and integrity of these historical aircraft by ensuring they are cleaned regularly, complying with environmental regulations.

Work Details
The contractor will perform the following tasks:
1. Wash exterior surfaces of outside Air Mobility Command Museum display aircraft twice annually, specifically in April and October.
2. Comply with all state and federal environmental code regulations.
3. Furnish all labor, tools, materials, personnel, facilities, and incidentals necessary for the wash.
4. Inspect all aircraft for defects affecting the wash process and report findings to museum staff.
5. Use environmentally safe cleaning solutions on intact paint surfaces only.
6. Hand wash each section using soft bristle brushes to remove dirt and bird residue; low-pressure power washing may be used as needed.
7. Rinse with low pressure to ensure soap residue is removed for a streak-free finish.
8. Notify museum staff of any paint or decal damage during washing.
9. Conduct washing primarily on Mondays and Tuesdays to avoid visitor interaction but may extend into later days if necessary.
10. Ensure worksite safety by preventing overspray and restricting visitor access during operations.

Period of Performance
The contract will cover a base year plus four additional option years, with washing services performed biannually.
