Background
The Bureau of Land Management (BLM) is seeking to establish a Blanket Purchase Agreement (BPA) for noxious weed inventory and herbicide application services in the Boise District office area of responsibility in Southwest Idaho. This contract aims to address the management of noxious and invasive weed species on rangeland sites affected by the Paddock and Lava wildfires, which occurred in 2024.

The BPA will be awarded to multiple contractors capable of providing various treatment configurations based on site conditions.

Work Details
The contractor will provide all necessary personnel, supervision, labor, equipment, materials, travel, and other direct costs to inventory and treat noxious weed species using BLM-approved herbicides. The work includes:
1. Spot or Broadcast Treatment for discontiguous patches of weeds (less than 0.1 acre up to 5.0 acres) using vehicles or backpack sprayers.
2. Broadcast Treatment for large patches or contiguous areas with vehicle sprayers (less than 50-foot spray width).
3. Broadcast Treatment for large patches with vehicle sprayers (greater than or equal to 50-foot spray width).
4. Spot Treatment using non-motorized methods (Pack Animal) for areas not accessible by vehicles.

Contractors must possess a valid Idaho State Professional Applicators license and insurance for all personnel while working on this contract. Work may require camping or lodging in remote areas to maximize efficiency.

Period of Performance
The period of performance is from April 1, 2025, through March 31, 2030, with options available for extension.

Place of Performance
The work will be performed within the boundaries of the Boise District in Southwest Idaho, specifically targeting areas affected by the Paddock and Lava wildfires.
