Battlefield Effects Simulators

The U.S Army Contracting Command-New Jersey (CCNJ), on behalf of the Program Manager Close Combat Systems intends to issue a solicitation for the production of the following items:

White Star, LA44 (USMC)

Cartridge, Simulator Airburst, Explosive, M181 (LA45)

Airburst, LA45 (USMC)

Hostile Fire, LA46 (USMC)

Simulator, Launching, Antitank Guided Missile and Rocket, M182 (LA47)

Stinger, LA47 (USMC)

Simulator, Target Hit, White Star, M35 (LA53)

Simulator, Hostile Fire, M34 (LA54)

Simulator, Target Kill, Black Smoke, XM175 (LA71)

Simulator, Smoke Effects, Chemical Agent, XM189 (LA96)

*Collectively these items are known as the Battlefield Effects Simulators (BES).

The aforementioned items will be procured using pricing curve and price points as identified in the solicitation.

The Government intends to fulfill this requirement with a single award five-year Firm Fixed Price Indefinite Delivery/Indefinite Quantity contract utilizing a Total Small Business Set-Aside with a best value evaluation approach.

The BES items, LA53 and LA54, shall be in delivered in accordance with the Performance Specification (P Spec). There is a Technical Data Package (TDP) available for all other BES Items. The Spec and TDP contain limited distribution markings. Offerors will be required to submit a DD 2345, an AMSTA-AR Form 1350 Technical Data Request Questionnaire and a Non-Use Agreement in order to receive a copy of the P Spec or TDP.

The contractor shall be responsible for providing all materials, equipment (minus Government Furnished Property, if utilized), hard tooling, personnel, and facilities necessary to manufacture, produce, test, and deliver the types and quantities of deliverables specified by the contract. The BES Items shall be manufactured and tested in accordance with the TDP/SPEC. The North American Industry Classification (NAICS) Code for this procurement is 325920, Explosive Manufacturing.

THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation. Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract. This is not a guarantee of a future RFP/solicitation or an award. This notice should not be construed as a commitment of any kind by the U.S. Government.

It is anticipated that a solicitation will be issued on or about 20 calendar days from the date of issuance of this announcement. Proposals will be required within 45 calendar days from issuance of the solicitation.
