The Federal Aviation Administration (FAA) has a requirement to add up to five (5) vendors to the Nationeide Basic Ordering Agreements (BOA) for Design/Build (D/B) and Bid/Build (B/B) services required by the Air Traffic Control (ATC) Facilities.

Review all attachments pertaining to this solicitation prior to submitting a proposal. Please note the FAR references cited in are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS).

This SIR/RFP is being posted in accordance with Federal Aviation Administration (FAA) Acquisition Management Policy, Section 3.2.1.3.11 Public Announcements. All interested vendors are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this SIR.

A virtual meeting is scheduled for December 18, 2024 at 12:00 ET via Zoom. Interested vendors must submit their request to attend to Katie Fogle at Katherine.fogle@faa.gov no later than December 16, 2024. A Zoom link e be sent out to all registered vendors prior to the meeting.

All questions must be submitted in writing to the Contracting Officer, Kaerine Fogle at katherine.fogle@faa.gov, no later than January 31, 2025.

Proposals must be received in the inbox of Katie Fogle at Katherine.fogle@faa.gov no later than 17:00 ET on February 14, 2025.

Offeror must request receipt for submission if so desired. All Amendments issued, if any, must be signed and submitted with the Offeror's submission. Offerors are cautioned that proposals may take significant time to process electronically before reaching the inbox. Delays in transmission will not excuse a late delivery.

Any proposal received after 17:00 ET on February 14, 2025 will be considered non-responsive and deemed ineligible for award. Proposals must be in accordance with Section L and Section M to be eligible for award.

Offerors must be in registered in www.SAM.gov to be eligible for award.

Background
The Federal Aviation Administration (FAA) has a requirement for Basic Ordering Agreements (BOA) for Design/Build (D/B) and Bid/Build (B/B) services required by the Air Traffic Control (ATC) Facilities and other programs necessary to perform its mission. The FAA intends to award multiple Basic Ordering Agreements (BOA), resulting from this SIR.

Work Details
The FAA has the requirement for Design/Build (D/B) and Bid/Build (B/B) services construction required by the Air Traffic Control (ATC) Facilities and other programs necessary to perform its mission. The projects will be ordered via Firm-Fixed Price (FFP) or Time and Materials (T&M) Call Orders and negotiated on a project-by-project basis. The FAA intends to award multiple Basic Ordering Agreements (BOA), resulting from this SIR. The FAA anticipates awarding up to five Small BOAs for the Eastern, Central, and Western Service Areas, ranging from $10,000.00 - $500,000.00, set-aside for small businesses. Additionally, the FAA anticipates awarding up to five Medium BOAs for the Eastern, Central, and Western Service Areas, ranging from $500,000.00 - $2,000,000.00. Furthermore, the government anticipates awarding up to five Small BOAs for Alaska and up to five Medium BOAs for Alaska for Bid/Build projects ranging from $10,000.00 - $2,000,000. Lastly, the government anticipates awarding up to five Nationwide BOAs for Design/Build and Bid/Build projects ranging from $2,000,000.00 and above.

Period of Performance
The Base Year for Basic Ordering Agreement (BOA) for Design/Build and Bid/Build construction services is 120 months with no options. The Period of Performance is from 04/01/2022 to 03/31/2032.

Place of Performance
The area of responsibility for the Small and Medium BOAs is designated as either Eastern, Central or Western Service Area as depicted in the maps below.
Alaska is considered a separate Service Area and Offerors must have the ability to service all of Alaska.
