Please note this solicitation is not ready to be issued as of this date. Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is holding a virtual Pre-Solicitation Conference via MS Teams for the Naval Air Station Fallon (NASF) Base Operations Support Contract (BOSC) on March 21, 2024, to share information about the acquisition and to gain perspective on the draft PWS. Please find the invitation attached for further information, and how to RSVP. NAVFAC SW will post the solicitation on SAM.gov website when it is available.

The anticipated performance period is for a base year, with four one-year option periods, if exercised by the Government. All responsible 8(a) small business sources are encouraged to submit a quotation at that time, which will then be considered. NAVFAC SW is advertising this pre-solicitation conference for maximum participation, please see the attached flyer for more information on this virtual conference.

All contractors are reminded that they must be registered in the SAM (System for Award Management) Database https://www.sam.gov upon submission of their proposal, any offeror not registered in SAM at the time of submission may be deemed non-responsible with no further consideration of their proposal pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register immediately if interested in this requirement.

Background
The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is holding a virtual Pre-Solicitation Conference via MS Teams for the Naval Air Station Fallon (NASF) Base Operations Support Contract (BOSC) on March 14, 2024. The contract's primary objective is to provide quality services at a fair and reasonable price to NASF, the Fallon Range Training Complex (FRTC), and all associated special areas, tenant and remote sites through a combination of Recurring Work and Non-Recurring work.

Work Details
The contract includes technical support in the development and award of a Base Operations Support (BOS) Maintenance and Service Contract for Naval Air Station Fallon, Nevada. The Performance Work Statement (PWS) outlines various tasks including facility management, facility investment, custodial services, pest control, integrated solid waste management, swimming pool management, grounds maintenance & landscaping, pavement clearance, utilities management, electrical services, gas services, wastewater services, water services, base support vehicles and equipment (BSVE) services, and environmental services.

Period of Performance
The period of performance for this five-year Base Operating Support (BOS) contract award includes one Base Period from October 1, 2025 to September 30, 2026, four Option Periods from October 1, 2026 to September 30, 2030, and one Six Month Extension Option Period from October 1, 2030 to March 31, 2031.

Place of Performance
The contract will be performed at Naval Air Station Fallon (NASF), the Fallon Range Training Complex (FRTC), and all associated special areas, tenant and remote sites.
