Description

This special notice is in accordance with FAR 5.2, Synopses of Proposed Contract Action. This is a notice of intent to make a sole source award and is not a solicitation or request for competitive quotes.

This award will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Acquisition Regulation 13.106-2(1) For purchases exceeding the simplified acquisition threshold. The requirements at 13.501(a) apply to sole-source (including brand-name) acquisitions of commercial products and commercial services conducted pursuant to subpart 13.5.

USDA/ARS/NEA intends to award a Sole Source award to E-Metro Global, Inc to acquire 500 analog lines to be migrated at least 35 building and locations. (please see attached J&A). The authority cited for this acquisition is FAR 13.501 (a). After extensive market research, it was determined that the E-Metro Global, Inc is the only company that can meet the requirements of the customer. Please see the attached J&A for more detailed analysis.

The objective of this sole source award is to procure Telcom communication system. The BARC campus Telcom communications is fragmented with some buildings still utilizing analog phone lines and others fully implemented on a E-MetroTel VOIP system. The campus has approximately 500 analog lines still to be migrated and at least 35 buildings and locations. The scope of this contract is to survey remaining campus locations and inventory phone lines, complete the migrations, build a campus alert system and train and support users with whatever equipment is needed to supply the campus with a unified telecom system. As such, purchase from E-Metro Global, Inc has been determined to be required as they are the only vendor available that meets all of the requirements outlined above.

The NAICS code for this requirement is 334210 Telephone Apparatus Manufacturing with a small business size standard of 1,250 Employees. The PSC code for this requirement is DA01 IT and Telcom Business Application/Application Development Support Services (Labor). NO solicitation or solicitation package will be issued. This notice of intent is NOT a request for competitive quotations; however, interested vendors that regard themselves as capable of providing a product that can fulfill the requirements are invited to submit responses to the Government for consideration. Interested parties may identify their interests and capability to respond to this requirement by NO later than Monday, September 16, 2024, at 2:00PM (EST) to Jennifer Peterson at jennifer.l.peterson@usda.gov. NO phone calls will be accepted. The e-mail subject line shall include: 12505B24Q0197 BARC Campus VOIP Professional Services.

Any submission in response to this notice must show clear and convincing evidence as well as be in sufficient enough detail to show that they can provide a product that would meet the Government's need and that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

Again, this is NOT a request for competitive quotes. This notice is for informational purposes only. Responses received shall be considered by the agency; however, determination by the Government whether or not to compete this proposed award upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided

Background
The United States Department of Agriculture Research Service Northeastern Area (USDA-ARS NEA) is seeking to unify the telecommunications system at the BARC campus, which currently operates on a fragmented system with both analog and VOIP lines.

The goal of this contract is to migrate approximately 500 remaining analog lines across at least 35 buildings to a unified E-MetroTel VOIP system, ensuring consistent communication capabilities and emergency alert systems throughout the campus.

Work Details
The contractor will perform the following tasks:
1. Conduct a site survey of approximately 35 buildings to inventory existing phone lines.
2. Complete the migration of analog phone lines to the E-MetroTel VOIP system.
3. Build a campus-wide alert system for emergency notifications via phones and PA systems.
4. Provide training and support for users on new equipment and systems, including softphone deployment assistance.

Specific tasks include:
- Maintenance of approximately 340 out-of-service phones.
- Final completion of phone services in Buildings 306 and 307, including wall mounting as needed.
- Set up multicast paging for emergency broadcasts across campus locations.
- Design and implement user training sessions delayed due to COVID-19 restrictions.

Period of Performance
12 months from the contract start date.
