Description

The Federal Bureau of Investigation's (FBI) Ballistic Research Facility (BRF) conducts law enforcement leading Research, Development, Testing, and Evaluation (RDT&E) into ammunition, firearms, ballistic protective garments, and related materials. In addition, the BRF provides research support to federal, state, and local law enforcement partners. A single contract Ballistic Research Assistant (BRA) is required to support the efforts of existing BRF research staff.

Background
The Federal Bureau of Investigation (FBI) is tasked with protecting and defending the United States against terrorist and foreign intelligence threats, enforcing the criminal laws of the United States, and providing leadership and criminal justice services to various agencies.

The FBI's Ballistic Research Facility (BRF) conducts leading research, development, testing, and evaluation (RDT&E) related to ammunition, firearms, ballistic protective garments, and related materials. The BRF also offers research support to federal, state, and local law enforcement partners. A contract for a Ballistic Research Assistant (BRA) is required to assist existing BRF research staff.

Work Details
The contractor will provide support in RDT&E primarily focused on ammunition, weapons, and protective armor. Responsibilities include:

1. Cover Page submission with company details including name, address, point of contact (PoC), phone number, email address, unique entity identifier, small business representation.
2. Technical Volume submission limited to 3 pages detailing the technical approach and key personnel qualifications.
3. Past Performance documentation through a questionnaire demonstrating relevant experience similar to the PWS requirements.
4. Pricing for a pool of 1500 hours for each performance period using provided pricing spreadsheet in .xlsx format with fully burdened labor rates for evaluation purposes.
5. Identification of any necessary caveats or assumptions in the pricing proposal.

Period of Performance
Base period from March 14, 2025 to March 13, 2026; with four option years extending through March 13, 2030.

Place of Performance
The contract will be performed at the FBI's Ballistic Research Facility.
