Description

The Government is considering an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the fabrication, sandblasting, and painting of the BAK-12 Aircraft Arresting System (AAS) and Mobile Aircraft Arresting System (MAAS). The BAK-12 is an Aircraft Arresting System that acts as a mechanical barrier capable of rapidly decelerating a landing aircraft. The purpose of this request is to gain information while strategically planning the acquisition of the mandatory overhaul of the BAK-12 systems.

The Provided Sources Sought Document and Performance Work Statement (PWS) define the effort required to fabricate, sandblast, and paint BAK-12 AAS and MAAS components. The Government desires a 30 day turn around from delivery or pick up of the required items to receipt of fabricated, sandblasted and or painted items.

Background
The Government is considering an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the fabrication, sandblasting, and painting of the BAK-12 Aircraft Arresting System (AAS) and Mobile Aircraft Arresting System (MAAS). The BAK-12 is an Aircraft Arresting System that acts as a mechanical barrier capable of rapidly decelerating a landing aircraft. The purpose of this request is to gain information while strategically planning the acquisition of the mandatory overhaul of the BAK-12 systems.

Work Details
This is a non-personnel services contract to complete fairlead beam upgrades, and to conduct sand blasting and painting. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide items as defined in this PWS. The services provided under this contract are driven by Technical Order (T.O.) and cannot be deviated from.

The Contractor will modify fairlead beams IAW T.O. 35E8-2-5-3 section 5.41 and figures 5-17 through 5-21 to include the following: The contractor shall supply all steel necessary to complete the fairlead beam upgrade, not to include the hardware for securing the covers and must be in compliance with the specs of the drawings. All items need to be fabricated and painted and returned within the time specified on each task order; to include Government provided transportation time to and from the vendor’s location.

The Contractor will provide Sand Blasting and Painting IAW T.O 35E8-2-5-3 Section 5.21 and section 100-2 of Appendix C of the following: Base/Skid, Chain guards, Hardbacks/rings, MAAS Trailer, Fairlead Beams. All Items need to be blasted and painted and returned, free of defect within the time specified on each task order to include Government provided transportation time to and from the vendor; however the Contractor shall not be held responsible for any delays caused by . All items will be disassembled and cleaned by and delivered to contractor for the upgrade and/or sandblasting and painting. The Contractor will be responsible for any inspection and testing for lead paint prior to sand blasting and painting. Paint color will be T.O. 35E8-2-5-3 Paragraph 5.21 and Appendix C 100-2. Items will be delivered at interval throughout the year. will coordinate with contractor on timing and number of items per shipment and issue a Task Order for each item.
