Internet Connection via Satellite for The U.S. Embassy Addis Ababa, Ethiopia.

The purpose of this amendment 0002 is to:

A. Provide Questions and Answers and the Specs of the current dish (See attachment 7 and 8)

B. Update the SLA availability from 99.9% to 99.5%, clarify the submittal of the Report Bandwidth Utilization that shall be submitted twice a week and update the evaluation criteria (Changes are marked in red). Offerors shall dispose of Section 1, Sub-Section IV, Section 1, Sub-Section V and Section 4 in the solicitation originally provided and replace it with the one hereto attached.

C. Extend the proposals submission deadline until no later than 1300hrs Central European Summer Time (CEST) on September 3, 2024.

D. All offerors shall submit a signed copy of this amendment with their proposal.

Background
The U.S. Embassy in Addis Ababa, Ethiopia, is seeking a contractor to provide an unlimited internet connection via satellite. This contract aims to ensure reliable and high-quality internet service for the embassy's operations, which is critical for communication and information exchange. The contract will be a Firm Fixed-Price single indefinite-quantity indefinite-delivery (IDIQ) contract, with a guaranteed minimum order of $5,000.00 and a maximum dollar value of $4,990,000.00 over its lifetime.

Work Details
The contractor shall provide the following services:
1. Delivery and installation of a dedicated satellite internet connection with a minimum bandwidth of 90x90 Mbps symmetrical service.
2. The service must be 'always-on' with unlimited usage and high-end professional grade.
3. The ISP must provide options for bandwidth upgrades (110x110 Mbps, 130x130 Mbps, 150x150 Mbps).
4. Fiber optic cabling is preferred from the modem to post equipment.
5. Specific connectivity requirements include:
- A /28 subnet static Public IP addresses for VPN equipment.
- ISP interface connectors: LC fiber connector (MM-multimode) – Gigabit interface.
- Unfiltered access to the Internet without ISP firewall blocking or stateful inspection.
- Installation of Customer Virtual Private Network (VPN) encryption devices on circuit.
6. High-quality performance metrics as per the Service Level Agreement (SLA):
- Packet Loss <= 2%.
- Availability of 99.9%.
- Latency RTT < 700 milliseconds.
7. Fault-tolerant connections and documented escalation processes for support within specified timeframes.
8. Provision of equipment spares maintenance plan including hot spares for quick replacement during outages.

Place of Performance
The services will be performed at the American Embassy located in Addis Ababa, Ethiopia.
