Notice of Intent
This is a notice of intent to solicit from a single source.
The U.S. Geological Survey (USGS), intends to negotiate a purchase order with University of Idaho, Portland, OR 97204 for consulting services for habit modeling for salmon and steelhead in the Willamette River Basin as described in the attached Statement of Work.
Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. University of Idaho is, to the USGS' knowledge, the only source who has been conducting research in the Willamette River Basin on adult salmon and steelhead for more than a decade and have authored numerous research reports and manuscripts. Their efforts have also focused on evaluating how dam operations affect adult salmon holding and spawning survival. This research comprises a significant portion of the needed information for IWS modeling inputs and they have developed several models that will provided needed insights
The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.
The North American Industry Classification System (NAICS) code - 541690, Other Scientific and Technical Consulting Services with an associated size standard $19.0 million annually apply to this announcement.

Background
The U.S. Geological Survey (USGS) has selected the Willamette River Basin (WRB) as the fourth of ten Integrated Water Science (IWS) basins in the U.S. The IWS will include an Integrated Water Availability Assessment (IWAA) centered on balancing ecological sustainability and human water management. Phase 1 of this study (FY2023 – FY2026) will focus on synthesizing existing information on the sustainability of suitable physical habitat for spring Chinook salmon, a WRB species that is listed as threatened under the U.S. Endangered Species Act.

Work Details
The USGS is soliciting expertise from regional salmon researchers and scientists to assist with four tasks:
1) synthesizing existing data and information on the historical and present day distribution of Chinook salmon in the WRB, with an overview of life stage-specific limiting factors for the species;
2) developing biological metrics and thresholds for environmental effects on habitat and Chinook salmon in the WRB;
3) assisting the USGS team tasked with modeling stream flow and salmon habitat;
4) developing and applying models of future scenarios (e.g., climate change, dam operations) and their effects on WRB habitat availability and sustainability for Chinook salmon.
