CAUTION:

This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for B-2 Hardness Maintenance/Hardness Surveillance (HM/HS) Testing. The level of security clearance in this requirement has not been determined. This is a SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force (AF) or AFLCMC/WBK will contract for the items contained in the sources sought. AFLCMC/WBK will not pay respondents for information provided in response to this sources sought.

INSTRUCTIONS:

  1. Below is a document that contains a brief description of the B-2 Hardness Maintenance/Hardness Surveillance (HM/HS) Test and a contractor capability survey form.
  2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company's capability in meeting these requirements. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)
    • Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
  3. Responses that only provide a company website will not be considered.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to provide B-2 Hardness Maintenance/Hardness Surveillance (HM/HS) Testing.

Except for items identified as Government Furnished Property and Services, the Contractor shall provide all labor, tools, materials, supervision and associated items and services necessary to perform test preparation, test execution, and operational maintenance for B-2 Air Vehicles in Program Depot Maintenance (PDM). Hardness Maintenance/Hardness Surveillance (HM/HS) Test shall be IAW the Performance Work Statement (PWS).

Background
The U.S. Air Force is conducting market research to identify potential sources with the expertise, capabilities, and experience necessary for B-2 Hardness Maintenance/Hardness Surveillance (HM/HS) Testing. This initiative aims to ensure the operational readiness and maintenance of B-2 Air Vehicles as part of Program Depot Maintenance (PDM). The contract will require contractors to provide all labor, tools, materials, supervision, and associated services necessary for test preparation, execution, and operational maintenance.

Work Details
The contractor shall provide comprehensive support for HM/HS testing which includes:

1) Operational maintenance and test support for Low Level Continuous Wave (LLCW) testing;

2) Disassembly, inspection, correction of deficiencies, testing, and finishing actions to return items to serviceable condition;

3) Maintenance on the Portable Hardness Surveillance Test System (PHSTS), including HVAC systems and software;

4) Preparation, coordination, shipping, and receiving of the PHSTS at various locations including Kirtland AFB in Albuquerque NM, Palmdale CA (Air Force Plant 42), and Tinker AFB OK;

5) Preventive Maintenance (PM) per OEM specifications including inspections and performance testing;

6) Remedial Maintenance (RM) for unscheduled work requirements;

7) Monthly status reports on Government-owned assets;

8) Compliance with performance thresholds such as ensuring defect-free delivery of serviceable items.
