Approval is requested for the justification for use of other than full and open competition pursuant to the authorities under the Expedited Acquisition and Assistance Procedures (EPP) for Haiti, approved on March 23, 2024.. (Attachment 1) Your approval of this J&A constitutes the justification for other than full and open competition as required by Tab 1 (D&F for the Authorization of Less than Full and Open Competitive Procedures in the Modification or Award of Contracts) of the EPP.

RECOMMENDATION

It is recommended that you approve this justification for use of other than full and open competition pursuant to the Action Memorandum EPP for Haiti, approved on March 23, 2024. Your approval of this J&A constitutes the justification for other than full and open competition as required by Tab 1 (D&F for the Authorization of Less than Full and Open Competitive Procedures in the Modification or Award of Contracts) of the EPP.

Background
This document outlines the justification for the use of other than full and open competition for USAID's operations in Haiti. The approval is requested under the Expedited Acquisition and Assistance Procedures (EPP) for Haiti, which was approved on March 23, 2024.

The purpose of this justification is to enable USAID to respond rapidly to the evolving security challenges in Haiti and provide necessary support to the Haitian people.

Work Details
The contract will involve various tasks including:
- Directing HR strategy and operations for a $200M USAID-funded project supporting 4,000 local staff;
- Developing and implementing Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives;
- Providing expert guidance on global HR policies;
- Designing talent management strategies;
- Managing international compensation frameworks;
- Leading organizational change management efforts;
- Establishing HR performance metrics;
- Collaborating with cross-functional teams for proposal development;
- Maintaining HR policies across 27 global country offices.

Additionally, the contractor will oversee personnel administration, safety and security operations, policy matters, and liaise with embassy counterparts.

Period of Performance
The contract has a base period of two years with an option to extend for one additional year, contingent on performance and funding availability. The estimated start date is around November 2024.

Place of Performance
The contract will be performed in Port-au-Prince, Haiti.
