Amendment No. 1: The purpose of this amendment is to extend the due date for propsals from 15 May 2015 to 22 May 2015 at 3:00pm Eastern Local Time. All other terms and conditions remain unchanged.
Amendment No. 2: The purpose of this amendment is to answer questions received in response to the solicitation. See attached RFP amendment along with other attachments. Additional language regarding multiple awards is added below.
Amendment No. 3 Clarification on Past Performance Evaluation Factor: There is no limit to the number of past performance references that can be provided; however, page limitations must be adhered to. Additionally, if only three (3) references are being submitted, a minimum of two (2) must be from the prime.
The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.

The objective of this procurement is to acquire quality audio/visual (AV) and simulation support services at a fair and reasonable price as efficiently as possible to meet the current and future needs of USU. Since the inception of the original AV/MATOC in FY10, various AV and simulation requirements have arisen and were fulfilled using the existing contract vehicles. It is anticipated that the use of this contract vehicle will increase into FY15, especially with respect to being used by other agencies.
Possible projects include, but are not limited to: potential project of adding a large meeting room in the breezeway between Building B and C; outfitting Building F with Audio Visual equipment in teaching rooms, departmental conference areas; and other university mandated support.
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for proposals (RFP) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 15 - Contracting by Negotiation. This RFP incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-81 effective 10 April 2015 and Defense Federal Acquisition Regulation Supplement (DFARS) Publication Notice (DPN) 20150420 effective 20 April 2015.
This requirement is set-aside for small business concerns under NAICS code 334310 (Audio and Video Equipment Manufacturing) with a size standard of 750 employees. In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications.
USU intends to award multiple task order contracts (MATOC) to those offerors representing the best value to the Government in accordance with the evaluation factors stated in the RFP. We anticipate awarding between 5 - 7 contracts.
