ATC Operations and Maintenance Support Contract   2

Background
The Air National Guard (ANG) is issuing this contract to provide essential Air Traffic Control (ATC), Weather Observation Services, and Air Traffic Control & Landing Systems (ATCALS) Maintenance Services at six ANG bases.

This initiative is in response to a directive from the National Guard Bureau (NGB) which recognizes these services as mission-critical for ensuring safe and efficient aircraft operations that directly impact the success of assigned flying missions. The contractor will be responsible for meeting all relevant regulations and requirements set forth by the United States Air Force, Federal Aviation Administration (FAA), and local authorities.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform the following services:
1. **Air Traffic Control Operations**: Provide ATC services at specified airports including Quonset State Airport (RI), Ellington Field (TX), Eastern West Virginia Regional Airport (WV), and Rickenbacker International Airport (OH).
2. **Weather Observation Services**: Conduct weather observing services as per established guidelines.
3. **ATCALS Maintenance**: Maintain Air Traffic Control & Landing Systems to ensure operational readiness.
4. **Site Management**: Ensure compliance with minimum-manning requirements and manage site operations effectively.
5. **Quality Control Plan**: Develop and maintain a Quality Control Plan to ensure service delivery meets contract standards.

Period of Performance
The contract will have a base period of 12 months with four optional 12-month extensions, totaling up to five years.

Place of Performance
Services will be performed at multiple locations including Ellington Field in Houston, TX; Francis S. Gabreski Airport in Westhampton Beach, NY; Eastern West Virginia Regional Airport in Martinsburg, WV; Quonset State Airport in Kingstown, RI; Rickenbacker International Airport in Columbus, OH; and Burlington International Airport in Burlington, VT.
