AMENDMENT 3: The purpose of this amendment is to incorporate Attachment 1A which was inadvertently not published with Amendment 2. All other information provided per Amendment 2 remains as is.

AMENDMENT 2: The purpose of this amendment is to incorporate preproposal industry questions and responses. Please note, changes per "Amendment 2_Attachment 7" and associated documents labeled "Amendment 2" take precedence over previously published documents. Therefore, please be mindful of any new and/or revised language provided pursuant this amendment. As a reminder, proposal submission is extended no later than 5:00PM ET on Friday, 12 March 2021.

AMENDMENT 1: The purpose of this amendment is to extend the proposal submission due date until no later than 5:00PM ET on Friday, 12 March 2021. The Government anticipates providing preproposal questions and responses no later than Friday, 5 March 2021. Please note, all preproposal questions for this synopsis/solicitation were due no later than 4:00PM ET on Thursday, 11 February 2021. This is NOT an opportunity to submit additional inquiries.

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only synopsis and solicitation. This combined synopsis/solicitation is a "request for proposal (RFP)." Proposals are being requested and no other solicitation document will be issued.

The Office of the Assistant Secretary for Preparedness and Response (ASPR), a public health preparedness and emergency response organization, in the Office of the Secretary at the United States Department of Health and Human Services (HHS) is seeking Professional Administrative Staffing Support Services. These services are being requested for a period of performance as follows:

Base 12 months

Option Period I 12 months

Option Period II 12 months

Pursuant to FAR Clause 52.217-8 Option to Extend Services and FAR 52.217-9 Option to Extend the Term of the Contract, the Government may, by unilateral contract modification, require the Offeror to perform the Option Period (s) specified in this solicitation. If the Government exercises these options(s), notice must be given before the expiration date of the contract. Specific information regarding the time frame for this notice is set forth in the OPTION PROVISION of this solicitation.

As a result of this solicitation the Government anticipates awarding a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract as contemplated by FAR 16.504. There will be a hybrid of Firm Fixed Priced (FFP) and Labor Hour (LH) Task Orders. The total minimum of services will be $2,500, not to exceed a maximum contract ceiling to be determined at time of award.
