This is a SOURCES SOUGHT notice to determine the capabilities of both small AND large business firms. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. Two or more small business firms capable of performing this work may help to guide the acquisition strategy and influence potential set-aside. Businesses are strongly encouraged to review this SOURCES SOUGHT and submit according to the directions in this notice.

PROJECT DESCRIPTION:

The U.S. Army Corps of Engineers Detroit District is seeking professional industrial hygiene services for the abatement and disposal of transite insulating panels on the exterior wall of the NPP Building located at the St Mary's Falls Canal 119 East Water Street, Sault Sainte Marie, MI 49783.

Approximately 500 square feet of asbestos cement board insulating panels will be removed from the North wall of the NPP building using non-friable abatement techniques. As part of the abatement, the wood box chimney will be removed by the contractor and replacement will be completed by USACE following asbestos abatement and disposal activities. Contractor will review available project documentation and prepare waste characterization packages for submittal to an appropriate landfill. Upon receipt of approval for disposal from the landfill, contractor will notify USACE and prepare the manifests to accompany each shipment of material.

To ensure compliance with applicable regulations and contract requirements, contractor will provide oversight to ensure the work meets technical and administrative requirements of the contract. Contractor will provide on-site observation, including inspection of the work area. Inspection will include inspection of the scaffolding daily, review of the abatement site and setup, critical barriers, decontamination units, waste disposal loadout, and other abatement-associated appurtenances.

The contract is expected to be solicited late summer or early fall of 2024.

The North American Industrial Classification System (NAICS) code is 562910, which has a small business size standard of $25 million.

Both Large and Small Business firms who are interested are encouraged to respond to this Sources Sought Notice.

Only qualified contractors capable of performing this type of work are encouraged to respond to this market research information request. No basis for claim against the Government shall arise as a result of a response to this Sources Sought Notice. The Government will not pay for information or comments provided and will not recognize any cost associated with the submission of responses or comments.

Directions:

In order for the Government to determine the extent of industry interest, capability, and experience in the requirement, responses received to this notice shall be in summary format, in either Microsoft Word or Adobe Acrobat PDF format, and shall not exceed five (5) pages, including the attached Sources Sought Survey Information Form included in this Sources Sought Notice. All firms interested in responding are invited to submit their information via email only to the Contracting Division mailbox at LRE-Proposal@usace.army.mil, Contract Specialist Seokho Cho at seokho.cho@usace.army.mil and Contracting Officer Michelle Barr at michelle.barr@usace.army.mil. Background

Work Details
