Background
The Request For Information (RFI) is for the Army Training Management Capability and Army Training Development Capability, which is a follow-on request to a previous RFI issued on 24 October 2022. The purpose of this RFI is to solicit industry input into identifying and assessing potential technical approaches and solutions for satisfying the modernization and cloud-migration of ATMC and ATDC capabilities to constitute integral parts of the objective ATIS. The goal of the overarching ATIS development and modernization strategy is to streamline Army Training and Learning Management and related Schedule and Resource Management functions through the use of robust modular and scalable technologies.

Work Details
The ATMC and ATDC solution could include the integration of multiple, single, or any combination of Government-Off-The-Shelf (GOTS) and Commercial-Off-The-Shelf (COTS) products, with a focus on usability, integration, configuration, customization, and requirements coverage. The ATMC will provide improved support for individual and collective training managers from the force provider/Army Service Component Command level down to the squad/team. It automates all phases of the training management cycle (FM 7-0) and integrates with brigade and above readiness systems. It provides improved Digital Training Management Systems (DTMS) functions, such as recording and later providing training outcomes. Data provided will be published standards, such as: Training and Evaluation Outlines, DA Forms, Training Circulars, and subjective observation through After-Action Reviews (AAR). The work also includes providing visualization with a training Common Operational Picture (COP) across leader dashboards, integration with installation level Live-Fire event execution coordination and fire-desk operations Range Facility Management Support System, integration with Training Enterprise Scheduling Capability (TESC) for enhanced calendars/schedules and improved planning tools, capture/sharing of training event outcomes with the Individual Training Record, collective and unit training centralized records, support for an Enterprise-level Army Learner Record that underpins individual training, education, and talent management records.
