**Posting updated 21 June 2022 in order to add attachments for Industry Day Briefings, Question and Answer following Draft RFP and Industry Day, and a Capabilities Chart based on responses following Industry Day. The Government anticipates Final RFP release in the August-September 2022 timeframe.**

This posting is to issue a DRAFT RFP for presolicitation purposes. This is not an official Request for Proposal or invitation for proposals to be submitted. This DRAFT RFP is for informational purposes and is intended to obtain questions/feedback from industry prior to the Industry Day. An official RFP is anticipated to be released following the Industry Day.

Per the attached Draft RFP, in Section C, interested vendors should request a copy of the Performance Work Statement (PWS) by submitting an email to usarmy.adelphi.devcom-arl.mbx.sedd-seieb@army.mil . Requests should include the information specified in Section C.

Additionally, per Section A, a virtual Industry Day is planned for 17 March 2022. Due to the virtual nature of the Industry Day, interested parties must request access to participate. This request must include the individual(s) name, company name, phone number and email address, and must be submitted no later than 4:00 PM Eastern Time on 10 March 2022 to usarmy.rtp.devcom-arl.mbx.baa3qa@army.mil

The Government seeks input from industry regarding the Draft RFP and associated PWS, and questions or comments shall be submitted to usarmy.rtp.devcom-arl.mbx.baa3qa@army.mil . All questions and comments concerning this Draft RFP must be submitted in writing for the Government to consider input for inclusion in the Industry Day. Verbal questions/comments will not be entertained. The cutoff date for receipt of industry written questions and comments on the Draft RFP is 4:00 PM Eastern Time on 3 March 2022

Background
The Army Modernization Priorities (AMP) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract is being issued by the U.S. Army to provide a quick-reaction contracting vehicle aimed at accelerating the realization of new transformational capabilities through rapid research, development, testing, and evaluation.

This initiative supports the Army's mission to enhance operational effectiveness in Multi-Domain Operations (MDO). The government seeks industry input on the Draft Request for Proposals (RFP) to refine requirements before the official RFP release.

Work Details
The contract encompasses various tasks related to Research and Development (R&D), including:
1. Applied Research, Advanced Technology Development, Demonstration and Validation, and Operational Systems Development.
2. Support for U.S. Army Research Laboratory and other Department of Defense (DoD) agencies.
3. The contractor will provide services in technology discovery, innovation transition, rapid prototyping, advanced technology demonstrations, and operational evaluations.
4. Specific areas of interest include electronic warfare, cyber technology, missile guidance systems, countermeasures against threats, and systems integration.
5. The contractor must comply with all applicable federal regulations regarding packaging, marking, inspection, acceptance, and delivery of services.

Period of Performance
The base ordering period for this IDIQ contract is five years with an optional five-year extension.

Place of Performance
Work will be performed at locations specified in individual task orders.
