**This final update serves as the synopsis of award. All offerors were notified of their selection status on 1 June 2023, with non-select notices provided that day as well. Debrieifings of those offerors not selected are currently under way. Award information in accordance with FAR 5.207 is as follows:
Twelve (12) Multiple Award IDIQ Contracts were awarded based on responses to the Army Modernization Priorities (PSC AJ13) RFP W911NF-22-R-0001 on 1 June 2023 by the Army Contracting Command - Aberdeen Proving Ground (RTP Division) located at 800 Park Office Drive, RTP, NC 27709. The Government accepted proposals received by the closing date of 23 December 2023. All contracts were awarded by Contracting Officer Christopher Justice in the amount of $900M each, with the place of performance to be determined at each individual task order level. UPDATE TO PROPOSAL SUBMISSION INSTRUCTIONS IN SECTION L, GENERAL INSTRUCTIONS ALL PROPOSALS SHALL BE SUBMITTED THROUGH DOD SAFE (NOT VIA EMAIL) PER INSTRUCTIONS BELOW:
There is a very high probability that proposals will contain CUI since any proposals containing content from the PWS should be marked CUI. Due to this, ALL proposals shall be submitted through DOD SAFE following a Government request to drop off files. Offerors shall send an email request no later than 4:00 PM Eastern Time on 21 December 2022 to usarmy.rtp.devcom-arl.mbx.baa3qa@army.mil to request a DOD SAFE Government request to drop off files. EMAILS FOR A DOD SAFE DROP OFF REQUEST RECEIVED BEYOND THIS DEADLINE WILL BE CONSIDERED NON-RESPONSIVE AND WILL NOT BE HONORED. Following this required email request, the Government will initiate the DOD SAFE process by using the DOD SAFE Request a Drop-Off Function, which will provide a link for the Offeror to drop off Proposal files. Proposals shall be RECEIVED THROUGH DOD SAFE no later than 4:00 PM Eastern Time on 23 December 2022. OFFERORS SHOULD TAKE INTO ACCOUNT TIME FOR THE DOD SAFE SYSTEM TO PROCESS SUBMISSIONS. PROPOSALS NOT ACTUALLY RECEIVED IN DOD SAFE BY THIS DEADLINE WILL BE CONSIDERED NON-RESPONSIVE. For proposals containing any CUI, the block for Encrypt Files should be checked in DOD SAFE and Offerors must send a separate email to usarmy.rtp.devcom-arl.mbx.baa3qa@army.mil with an Offeror generated Passphrase to access the documents (this is different than the DOD SAFE generated Claim Passcode and you will be prompted in DOD SAFE to enter your CUI Passphrase during the submission process). In the email with the CUI Passphrase, the Government also requests that Offerors include a screen shot of the Print Details submission confirmation from DOD SAFE. Note: The Government recognizes there is a note regarding transmission of contract proposals on the DOD SAFE website and has confirmed this is a valid submission method.
END OF 13 DECEMBER 2022 UPDATE***
**UPDATE 9 DECEMBER 2022: The Government is finalizing answers to questions submitted in response to the RFP to ensure answers are complete and as beneficial as possible to industry and anticipates posting answers on 12 December 2022. Please be advised that the Government anticipates updating the proposal submission process to require proposal submissions through DOD SAFE rather than the email address listed in the RFP (detailed instructions will be provided as part of the Q&A Amendment) and extending the proposal submission deadline through 23 December 2022. Note that per the RFP the Q&A posting will be considered an Amendment to the RFP.**
**This note is to inform industry that the PWS marked as Controlled Unclassified Information (CUI) has been provided to the Data Custodian on record for each company who submitted a timely request for the PWS AND had an approved DD 2345 in place at the time requests were due per Section C of the RFP. Additionally, a discrepancy in the RFP has been clarified regarding submission of questions. Questions regarding the RFP are due on 30 November 2022 (one reference erroneously stated 23 November 2022).**
This requirement is to provide the Army and other Joint Warfighter partners with a quickreaction contracting vehicle to enable & accelerate the realization of new Army Modernization transformational overmatch capabilities through rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration all aspects of operationalizing science through disruptive innovation for dominant Multi-Domain Operations (MDO) capabilities.
*** IMPORTANT INFORMATION*** Per the attached RFP, the PWS is considered Controlled Unclassified Information (CUI); therefore, interested vendors should request a copy of the Performance Work Statement (PWS) by submitting an email to usarmy.rtp.devcom-arl.mbx.baa3qa@army.mil. Background
The Army Contracting Command - Aberdeen Proving Ground (RTP Division) awarded twelve (12) Multiple Award IDIQ Contracts based on responses to the Army Modernization Priorities (PSC AJ13) RFP W911NF-22-R-0001 on 1 June 2023. The total maximum ceiling for contract awardees collectively shall not exceed $900M throughout the life of the contract(s). The requirement is to provide the Army and other Joint Warfighter partners with a quick-reaction contracting vehicle to enable & accelerate the realization of new Army Modernization transformational overmatch capabilities through rapid RDT&E prototyping, experimentation, testing, analytics, and technology insertion/integration – all aspects of operationalizing science through disruptive innovation for dominant Multi-Domain Operations (MDO) capabilities.
Work Details
The contract encompasses Research and Development that includes Applied Research, Advanced Technology Development, Demonstration and Validation, and Operational Systems Development. The primary Product and Service Code (PSC) is AJ13; however, individual task orders may contain a different PSC. The ordering period for the Indefinite Delivery Indefinite Quantity Multiple Award (IDIQ MA) contract(s) will be up to ten (10) years consisting of one (1) 60-month base ordering period and one (1) 60-month optional ordering period. The Government anticipates roughly 10 – 12 TORs per year.
Approximately six (6) to nine (9) IDIQ Contracts are anticipated as a result of this RFP. It is 's objective to maximize practicable opportunities for small businesses. The Government appreciates the interest from industry in the Army Modernization Priorities MAC IDIQ requirement.
Period of Performance
The base ordering period for the Army Modernization Priorities (AMP) Multiple Award IDIQ contract is five (5) years, with a potential five (5) year optional ordering period. IDIQ awards and minimum guarantee task orders are expected to be awarded between February 2023 – March 2023. The period of performance for orders will be determined at the Task Order level.
Place of Performance
The contractor shall commence work upon assignment of a specific task order by the . The work shall be accomplished at the location specified in the task order.
