The General Services Administration (GSA), on behalf of the United States Army Intelligence and Security Command (INSCOM), is conducting market research to identify potential contractors capable of providing technical support services for the G-3 Force Management (FM) division. INSCOM, headquartered at Fort Belvoir, Virginia, is a global command responsible for executing mission command of operational intelligence forces and providing tailored intelligence support worldwide. The overarching goal of this contract is to enhance the effectiveness and efficiency of INSCOM's force management processes in alignment with the Department of the Army and U.S. Government National Intelligence Community's standards.

The scope of work requested involves non-personal services that require contractors to provide all necessary personnel and supervision to execute G-3 Force Management processes. These processes include developing, fielding, sustaining, and modernizing operational units along with their supporting organizations. Contractors will be tasked with maintaining organizational viability and effectiveness while rebalancing assets such as personnel and materiel based on evolving requirements. The work will involve conducting manpower studies, assessments, stationing studies, managing equipment and force structure change requests, as well as synchronizing intra/inter-office tasks.

In addition to executing these tasks effectively, contractors are expected to develop a comprehensive Quality Control Plan (QCP) that ensures all services adhere to the Performance Work Statement (PWS). This plan should outline procedures for identifying defective services and implementing corrective actions promptly. Furthermore, contractors must establish a performance management system to assess their performance regularly and report findings to designated government representatives.

The contract encompasses a 12-month base period followed by four optional 12-month periods and an additional six-month option period under specific Federal Acquisition Regulations. The dynamic nature of global geopolitical developments necessitates flexibility in deliverables volume within this contract scope. Accordingly, prospective contractors are invited to provide estimated labor rate ranges for various labor categories throughout the specified periods.
