Armored BMW or Equivalent

Background
The U.S. Department of State's Bureau of Diplomatic Security (DS) is seeking to identify businesses capable of providing armored vehicles, specifically commercial-off-the-shelf (COTS) armored BMWs or equivalents.

The DS is responsible for ensuring a safe environment for U.S. foreign policy and operates globally to protect personnel and facilities. This RFI/SS aims to gather market research to inform the acquisition plan and procurement method for these vehicles.

Work Details
The requirement is for high-quality armored BMWs that meet specific specifications. The vehicles must include:
- Models: BMW 7 Series, BMW X5, BMW X7, or any equivalent with suitable automotive attributes.
- Ballistic protection against common centerfire rifle threats.
- Based on series production vehicles indistinguishable from unarmored versions.
- Available in Right-Hand Drive (RHD) and Left-Hand Drive (LHD).
- Fuel options: Gasoline, Diesel, or Dirty Diesel based on geographical needs.
- Capacity for four or five passengers weighing 180 pounds each plus 180 pounds of luggage.
- Modifications to support additional weight while preserving ride quality and performance, including potential upgrades to tires, brakes, suspension, and powertrain.
- High output electrical system providing an additional 1500 Watts in 12 or 24 volts DC.
- Worldwide servicing and long-term spare parts availability.
- Minimum two-year warranty on service and repairs.
- Extended production period through at least 2028.

Period of Performance
The anticipated period of performance extends through at least 2028.

Place of Performance
The products will be delivered to various locations as determined by the U.S. Department of State's operational needs.
