This is a combined synopsis/solicitation for commercial services prepared in accordance with the format pursuant to FAR subpart 12.6 and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is 12405B23Q0097 and is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2023-01. The associated NAICS Code is 561612 Security Guards and Patrol Services and the Small Business Size Standard is $25.5M.

The United States National Poultry Research Center (USNPRC), Athens, GA has a requirement for 24/7 Armed Security Guard Services. The Government intends to award a Firm Fixed Priced purchase order. The requirements are further detailed in the attachments.

DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award, Offerors shall respond by:

1) Addressing all of the requirements of the RFQ.

2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-24; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov.

The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering three major areas: Technical, Past Performance, and Price. Quotes will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quote meets the Lowest Price Technically Acceptable evaluation methodology.

Background
The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) requires armed security guard services for the United States National Poultry Research Center (USNPRC) in Athens, Georgia. The USNPRC comprises two adjacent facilities, the Richard B. Russell Research Center and the Southeast Poultry Research Laboratory, both of which house high-containment, biosafety level 3 facilities.

The missions of these facilities include ensuring and improving the safety of food and feed, improving the quality and economic value of food and crops, as well as conducting research on emerging, exotic, and endemic infectious poultry diseases.

Work Details
The contractor is expected to provide trained armed security guard services at the USNPRC. Specific requirements include ensuring that personnel have at least 5 years of experience in providing armed security services and oversight to a Biosafety Level 3, high containment facility. Additionally, each employee must have completed firearm training and certification within one year of the solicitation date.

The contractor must also possess official licensing authorization as a security company issued by the Georgia Board of Private Detective and Security Agencies to authorize the arming of employees. The evaluation factors for awarding the contract include technical capabilities, past performance, and price.

The contract will be performed at the United States National Poultry Research Center (USNPRC) located at 950 College Station Road, Athens, Georgia 30605.
