Armed Security Guard Services

Background
The Federal Emergency Management Agency (FEMA) is responsible for safeguarding federal employees, visitors, and property during disaster and emergency declarations. This contract is aimed at establishing a Blanket Purchase Agreement (BPA) for Armed Protective Security Officers to provide essential security services across the United States in areas affected by major disaster declarations. The role of these officers is critical as they serve as the first line of defense in FEMA's mission, ensuring safety and security at various disaster-related sites.

Work Details
The contractor will provide armed guard services within 24 to 48 hours of executing a CALL under the BPA. A minimum of 35 guards must be available upon execution of the CALL. The services include:

- Deployment of Department of Labor (DOL) category 27102 Guard II security personnel who meet all local and state qualification requirements.
- Management, supervision, manpower, materials, training, equipment, supplies, licenses, permits, certificates, insurance, and pre-employment screenings necessary for effective performance.
- Compliance with applicable federal regulations and FEMA directives related to security operations.
- Familiarity with Post Orders prepared by FEMA for all shifts on each post.
- Adherence to specific duties outlined in the Post Orders without deviation unless in emergencies.
- Maintenance of communication with FEMA contracting and security representatives throughout the contract duration.

Period of Performance
The period of performance will be determined based on individual Calls issued under the Blanket Purchase Agreement.

Place of Performance
The services will be performed throughout the United States in areas designated by major disaster declarations. Specific locations may include Joint Field Offices, Disaster Relief Centers, Temporary Housing Centers, and other facilities as identified by FEMA.
