This notice is to advise all prospective contract holders that GSA has received a request for a performance-based task order from the Air National Guard and Air Force Reserve's Innovation Hub (ARCWERX) in Tucson, AZ and their key mission partners in various locations around the U.S. GSA is seeking industry feedback on the task order requirements. RFI QUESTIONS AND ANSWERS: Submit Questions regarding the Draft PWS and RFI Critical Performance Elements to Lisa Younghanse at lisa.younghanse@gsa.gov and Tara Chaltry at tara.chaltry@gsa.gov by no later than August 24, 2023 2:00 PM Eastern Time (ET). 1. Responses shall include specific details regarding the ability to provide the required services to meet the needs of the Government. Responses shall discuss how your services will meet the requirements. Respondents are asked to identify their capability to perform these specific requirements identified in the attached DRAFT work statement: File name: Draft PWS for ARTEMIS_20230808.docx SUBMISSION OF RESPONSES: Responses shall include specific details regarding the ability to provide the required services to meet the needs of the Government. Responses shall discuss how your services will meet the requirements. In this RFI notice a request for a Capability to Perform statement was made with the following critical performance elements: 2. ARCWERX is the Air National Guard and Air Force Reserve's innovation hub. Initially established to manage innovation funding and related project tracking, it has expanded to provide innovation connection, education, and acceleration as well as organic software development. Through "connection" ARCWERX connects field-level innovators with the robust, and growing, Department of Defense ecosystem and each other. Connection works toward the elimination of innovation stovepipes to find efficiencies and opportunities for effective collaboration. "Education" provides instruction of and pathways to entry-level to Masters Degree-awarding instruction for innovators, leaders, and enablers (such as contracting, legal, etc.). "Acceleration" works with project teams to identify ways to overcome barriers to success, analyze project results, and source resources to support ongoing projects The additional mission partners identified and to-be identified represent an additional component of innovation and warfighter support. The unique opportunities for technology sharing, collaboration and evaluation of advanced technologies and innovative concepts can enable further successful outcomes that would not be possible otherwise. The scope of the ARTEMIS TO is to provide program management, innovative research and development, subject matter expertise, software development and testing, digital engineering, aircraft and aerospace systems integration and testing, mission concepts of operation, training, prototype test article development and limited procurement and related special studies to demonstrate and assess aerospace and ground capabilities and techniques. The scope includes providing specialized R&D, technical, and programmatic support related to innovative technology enablers for aircraft and aerospace related military, intelligence, and counterintelligence missions. 3. Respondents are asked to provide a brief description of corporate experience with similar requirements within the last three (3) years as well as industry certifications that they consider applicable. 4. Respondents are asked to provide a Corporate Overview. Please use the template table that is attached. File Name: Corporate Overview for ARTEMIS RFI_20230808.docx 5. Responses shall include specific details regarding the ability to provide the required services to meet the needs of the Government. Responses shall discuss how your services will meet the task requirements. 6. Respondents are asked to identify their capability to perform these specific requirements identified in the attached PWS Section 3.0 and subsections. - Describe your corporate capabilities regarding security to include Facility Clearance Level up to Top Secret and ability to staff appropriately cleared personnel up to and including Top Secret, Sensitive Compartmented Information (TS/SCI) and Special Access. Does your company have staff available for this requirement with active Secret/TS clearances? - Describe your experience with multi-tenant (mission partner) project task orders on OASIS and, if applicable, in Pool 6. Please include experience working with multiple subcontractors, separation and tracking/reporting of multiple funding source expenditures, and whether (or not) your company has an approved purchasing system. - Describe your experience working with National Guard, Air Force, and/or other DoD Innovation Centers, with particular emphasis on aircraft research and development and flight test planning and execution. - Describe your experience with research or other innovation facility acquisition, buildout, IT installation, certification, and operation, if applicable. Please give answers to the following questions: - Does your company intend to submit a proposal for this requirement? (Yes/No) - Please list any assumptions you might have regarding the DRAFT PWS. - Are any of the specific requirements too restrictive? In other words, are any of the requirements too specific that it would interfere with industry standard practices that could potentially more than satisfactorily fulfill the requirements? - What specific information is needed to improve the clarity of the technical portion of the PWS requirements? - What types of risks with cost, performance and schedule do you foresee with this effort? - Contract Type and Administration o a) For the requirements being requested, what type(s) of contract do you believe would best incentivize businesses while controlling costs? Why? o b) Do you see areas/efforts in this effort that could be firm-fixed-priced? What information/data would be necessary and/or beneficial in order for your company to provide these firm-fixed-priced efforts for this requirement? Why? o c) What information/data would be necessary and/or beneficial in order to provide a good cost/price proposal? o d) Does your company provide the efforts being requested as a commercial item as defined by FAR Part 2? - Please provide any additional feedback you believe the Government should consider for this requirement. Responses are not to exceed Ten (10) pages (Corporate Overview is not considered in the total page count). GSA will accept only electronic unclassified submission of responses. There is no commitment by the Government to issue a Request for Quote (RFQ) as a result of this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. QUOTE SUBMISSION. Quotes are NOT being requested at this time, but interested contract OASIS holders should respond to this notice directly to the email addresses above. If a Request for Quote (RFQ) is issued, it will be released through GSA's ASSIST 2.0 not through e-Buy, and instructions for submitting a quote will be provided with the RFQ. Contract holders are reminded to ensure that their ASSIST 2.0 accounts are active, that the proper company representatives are associated with the OASIS contract, and that those individuals can submit quotes.
