QUOTED PRICE MUST INCLUDE: any delivery costs as well as any applicable duties, brokerage, or customs fees.

PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer.

FAR 52.212-2, Evaluation-Commercial Item, the significant evaluation factors, in the relative order of importance, are (i) technical capability of the item offered to meet the Government requirement including delivery date; (ii) past performance; and (iii) price (based on F.O.B. Destination), technical and past performance are more important than price. Award will be made based on overall BEST VALUE to the Government.

The government anticipates award of a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforms to the specifications that will be the most advantageous to the government in accordance with FAR 13.106-2. All questions regarding this solicitation should be emailed to the Contracting Officer no later than 12:00PM CST on August 20, 2024. Responses shall include technical specifications, descriptive material, and capabilities of the offeror's equipment. Offerors shall identity where the offered item meets or does not meet each of the Government's functional and performance minimum specifications listed herein. All sources wishing to furnish a quotation must respond by 4:00 p.m. central standard time, August 22, 2024. Background
The USDA Agricultural Research Service (ARS) in Tifton, Georgia, is seeking an Annual Service Contract for the Horiba Aqualog-UV-800-C A-TEEM Spectrometer. This contract aims to ensure the proper maintenance and functionality of scientific instruments critical for hydrology research, which addresses important natural resource and environmental issues.

Work Details
The contractor shall provide the following services for the Horiba Aqualog-UV-800-C A-TEEM Spectrometer:

- Two Preventative Maintenance or Emergency Maintenance visits within a 12-month service period, including complete system alignment, cleaning/lubrication of mechanical assemblies, calibration tests, and validation tests.

- The contractor must use only Horiba Instruments parts. All parts, labor, and travel costs are included.

- The contractor must respond to emergency maintenance requests within three days and provide two lamp replacements during the contract term.

- Software and firmware updates are required, along with unlimited remote diagnostic support and phone support.

- Up to four hours of user training will be provided on-site during the Preventative Maintenance visit.

- All maintenance and services must be conducted by a Horiba Scientific certified, factory-trained Field Service Engineer (FSE).

Period of Performance
The period of performance is from August 27, 2024, to August 26, 2025.

The contract will be performed at the Southeast Watershed Research Laboratory located at 2381 Rainwater Road, Tifton, Georgia 31793.
