This notice is issued by Norfolk Naval Shipyard (NNSY) for the sole purpose of conducting Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10, for an Apprenticeship program. This effort is to seek out qualified sources capable of providing services required by the attached Performance Work Statement (PWS). All interested parties are encouraged to respond.

The anticipated North American Industry Classification System (NAICS) code is 611310, Colleges, Universities, and Professional Schools. The Government anticipates issuing a Firm Fixed Price (FFP) contract for the required services.

The Government is interested in receiving responses from all qualified sources capable of providing the services. Large and small companies that have experience with this service are encouraged to respond to this notice by 03 January 2025 at 9:00 AM EST. This notice is for informational and planning purposes only, and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. The Government will not return any information submitted, nor will the Government compensate any company who responds to this Notice. Proprietary information submitted will be protected, when so designated. The following key information is requested:

1. Company name, address, telephone number, CAGE code, DUNS number, point of contact (name, phone number, and e-mail). If your company is a small business, please identify the socioeconomic status.

2. Explanation of the company's ability to perform 100% of the efforts required. This statement shall not reiterate or duplicate the language set forth in this notice or language from the attached DRAFT PWS. Your CAPABILITIES STATEMENT shall demonstrate your company's ability to perform these critical tasks in their entirety.

Attachment 1 Performance Work Statement (PWS)

Background
Norfolk Naval Shipyard (NNSY), located in Portsmouth, Virginia, is a naval industrial facility responsible for maintaining, overhauling, and repairing various vessels of the US Navy. With over 10,000 military and civilian personnel, NNSY aims to provide top-quality service for the combat warfighter by maintaining a highly trained and skilled workforce.

One of their initiatives is to implement a Federally Registered Apprentice Program to develop and enhance the knowledge, skills, and abilities (KSAs) of apprentices in their chosen trades.

Work Details
The contract requires an accredited Educational Institution to provide formalized academic training, testing, and certification programs for the Apprentice Program's February 2025 session. The program includes:
- Classroom academic instruction provided by the accredited institution.
- Industrial trade-based instruction from Government personnel.
- Development of KSAs through On-the-Job Learning (OJL) during scheduled work experiences aligned with established key processes in the trade.

NNSY expects to enroll approximately 104 students across four sessions per year.

Period of Performance
The period of performance for this contract is from February 21, 2025, through August 22, 2025.

Place of Performance
The services will be performed at Norfolk Naval Shipyard located in Portsmouth, Virginia.
