Antiterrorism Force Protection

Background
The proposed contract action is for commercial services for which the Government intends to solicit and award a single-award Indefinite-Delivery, Indefinite-Quantity type contract with Firm, Fixed-Price (FFP) provisions for the provision of Antiterrorism Force Protection (ATFP). The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk requests responses from qualified sources capable of providing required services. This background provides context on the contract type and the specific services being sought by the government.

Work Details
The contractor shall provide performance-based non-personal services, facilities, equipment, and other resources necessary to accomplish operational and program support efforts assigned under this statement of work. Operational support is that which is required to allow the organization to accomplish its mission(s) on a day-to-day basis, program analysis, or evaluation of operational capability. Program support is that which is associated with both standing and ad hoc programs (also projects) which allows for successful, timely completion of the program or project. The tasks include providing support to USFF N042 in the development of in-progress review briefs for task order projects and updates as required.

The contractor shall also conduct various planning meetings, facilitate exercises, develop assessment criteria, provide assessors/evaluators at key events, and administer a process to ensure clear filtering and exercise event control at the Region level. Additionally, the contractor will lead development of Training, Tactics, and Procedures (TTP), Limited Objective Experiments (LOE), Business Case Analyses (BCA), etc., as needed to support USFF N042. The work details encompass a wide range of tasks related to antiterrorism force protection.

Place of Performance
The place of performance includes various locations such as NAVNORTH in Virginia and Lackland Air Force Base in Texas. Additionally, coordination with multiple Navy regions and commands is required for different aspects of the work.
