THIS IS A REQUEST FOR INFORMATION (RFI) ONLY

The DoD Anti-Tamper Executive Agent (DoD ATEA) is conducting this Secure Solutions Forum (SSF) Request for Information (RFI) to solicit information about current or future Anti-Tamper (AT) technologies and to announce an SSF scheduled for
01 03 April 2025, at Johns Hopkins APL, Laurel, Maryland. The SSF will be held in-person and cannot be supported in a virtual capacity. There will be an internal selection process to determine who will be invited to present at the SSF.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY

It is important to note this RFI is not a Request for Proposal (RFP). This RFI is issued for information and planning purposes. It does not constitute an RFP or a promise to issue an RFP in the future. This RFI is issued to better understand current Anti-Tamper and related capabilities. The information provided in this RFI is subject to change and is not binding upon the U.S. Government. This RFI does not commit the U.S. Government to contract for any supply or service. DoD ATEA is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be at the responder's expense. Not responding to this RFI does not preclude participation in any future RFP, if issued. The U.S. Government has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as a commitment or as authorization to incur costs for which reimbursement would be required or sought. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. Any information provided to the Government as a result of this RFI is voluntary. The information, data, comments, or reactions obtained may be used as research for a future solicitation. Respondents will not necessarily be notified of the results of the review from this RFI. All submissions will be used for review in the context of this RFI or related potential future solicitations and will be held and used for these purposes only. Submissions will not be returned to the respondent.

Background
The Department of Defense Anti-Tamper Executive Agent (DoD ATEA) is conducting a Secure Solutions Forum (SSF) Request for Information (RFI) to gather insights on current and future Anti-Tamper (AT) technologies.

The SSF is scheduled for April 1-3, 2025, at Johns Hopkins APL in Laurel, Maryland. This RFI aims to enhance understanding of existing capabilities and does not constitute a commitment to issue a Request for Proposal (RFP) or procure any items discussed.

Work Details
The RFI seeks information on various levels of Manufacturing Readiness Levels (MRLs), which include:
- MRL 1: Basic Manufacturing Implications Identified - Focus on addressing manufacturing shortfalls and opportunities through basic research.
- MRL 2: Manufacturing Concepts Identified - Application of new manufacturing concepts through applied research.
- MRL 3: Manufacturing Proof of Concept Developed - Validation of concepts through experiments.
- MRL 4: Capability to produce technology in a laboratory environment - Technologies ready for Technology Development Phase with identified risks and cost objectives.
- MRL 5: Capability to produce prototype components in a production relevant environment - Assessment of potential manufacturing sources and refinement of manufacturing strategies.
- MRL 6: Capability to produce a prototype system or subsystem in a production relevant environment - Completion of S&T development and preliminary system design acceptance.
- MRL 7: Capability to produce systems, subsystems, or components in a production representative environment - Detailed design activity underway with approved material specifications.
- MRL 8: Pilot line capability demonstrated; Ready to begin Low Rate Initial Production - All materials available for low rate production with proven processes.
- MRL 9: Low rate production demonstrated; Capability in place to begin Full Rate Production - System meets engineering requirements with ongoing production risk monitoring.
- MRL 10: Full Rate Production demonstrated and lean production practices in place - All systems are in full rate production meeting quality and reliability requirements.

Period of Performance
The RFI is intended for information gathering purposes only and does not specify a period of performance as it does not commit the U.S. Government to contract any services.

Place of Performance
The SSF will be held at Johns Hopkins APL, Laurel, Maryland.
